You can apply for a preliminary ruling on how the Car Tax Act applies to the taxation of a vehicle after the first registration. You can also apply for a preliminary ruling on the taxable value of a vehicle or the amount of tax.

Preliminary rulings are subject to a fee of EUR 250. The fee is based on the Decree of the Ministry of Transport and Communications on transport-related services provided by the Finnish Transport and Communications Agency subject to a fee (in Finnish).

A preliminary ruling is issued for a fixed period, and a legally valid preliminary ruling is followed as binding upon the request of the recipient of the preliminary ruling during the period, for which it has been issued, or until the end of the following calendar year after it was issued at maximum. A preliminary ruling on taxable value or the amount of car tax is valid for a maximum of three (3) months as of the date of the ruling, however.

Submit a free-form application in writing.
Specify what you are applying an advance ruling for in the application.

State the registration number/production number of the vehicle.
Specify which vehicle category/vehicle group you are changing your vehicle to.

Supply your personal data and contact information (name and postal address). You may also supply a phone number or e-mail address. The decision and the associated invoice will be delivered to the supplied address.
Sign the application.
If the application was drafted by an agent, the power of attorney must be enclosed with the application.
