Accessibility statement for the Radio Licence Service

The Finnish Transport and Communications Agency Traficom strives to guarantee the accessibility of its service in compliance with the Finnish Act on the provision of digital services 306/2019.

This accessibility statement applies to the Radio Licence Service.

Compliance status

This online service meets some of the requirements of Web Content Accessibility Guidelines (WCAG) 2.1 level AA. Non-compliance with the requirements and any exceptions applied to the requirements are mentioned later.

Non-accessible content

The content listed below is non-accessible for the following reasons: Non-compliance with the Act on the Provision of Digital Services 306/2019.

  • Reading and understanding the service logo and name with the screenreader is problematic. (WCAG 1.1.1, 4.1.2, 2.4.4)
  • Some of the elements do not allow for the text to be resized to 200 per cent without the layout being compromised. (WCAG 1.4.4)
  • Page sections (header, navigation, main content) have not been marked programmatically correctly, which makes understanding the structure difficult when using aids. (WCAG 1.3.1)
  • Field-specific and context-specific instructions are inaccessible with the keyboard. (WCAG 1.1.1, 2.1.1)
  • The screenreader reads the attributes of some icons out loud unnecessarily. (WCAG 1.1.1, 2.1.1)
  • The anchor link designed to help the user access the content directly does not function properly. The focus does not move to the content. (WCAG 2.4.1)
  • Due to missing programmatic information, identifying the phase of the path and its status is difficult for screenreader users. (WCAG 1.1.1, 1.3.1, 4.1.2)
  • The login and language selection functions are missing active elements, which is why understanding and using them with the screenreader is difficult. (WCAG 1.1.1, 4.1.2)
  • A spinner is displayed when the page changes. This status information is not available to screenreader users. (WCAG 1.1.1)
  • The programmatic determination of language has been marked incorrectly, which is why the screenreader is unable to pronounce the content correctly. (WCAG 3.1.1)
  • The service pages do not contain descriptive and individual titles. All pages use the name of the service as the title. (WCAG 2.4.2)
  • The programmatically determined heading hierarchy has shortcomings, and the main heading does not correspond to the content of the page. (WCAG 1.1.1, 2.1.1)
  • There are shortcomings in the field labels in the service. (WCAG 1.1.1, 4.1.2)
  • The errors in forms and fields are difficult to notice and understand when using a screenreader. Additionally, not all errors or shortcomings in forms are displayed at once. (WCAG 3.3.1, 3.3.3)
  • Phase two requires either the telephone number or the e-mail address as a compulsory piece of information, but this is not communicated in advance anywhere on the site.
  • Information can be added or removed in the preview phase, which is not practical and makes understanding the phase difficult.
  • The method of presenting the functions of the selection buttons is not typical.
  • The service requires the user to sign in again after it has been unused for a certain period of time. However, this is not communicated clearly, because the service remains open and there is no notification of the time limit elapsing. There is also no advance warning of the time limit. (WCAG 2.2.1)
  • Some sections of the technical implementation do not comply with the HTML standard. (WCAG 4.1.1)

This statement was prepared on 2 November 2020.

It is based on a third party assessment of whether the website meets the requirements specified in Directive (EU) 2016/2102 of the European Parliament and of the Council.
