Apply for a train driving licence

A train driving licence proves that its holder has the general qualifications required to operate rolling stock. The licence confirms that the person meets the minimum health and psychological fitness requirements laid down by law and is suitable to work as a driver. Drivers must always have the licence with them when operating rolling stock.

1: Pass the railway psychologist’s assessment on your psychological fitness and the railway doctor’s assessment on your medical fitness for the job.

Assessments are carried out by railway psychologists and railway doctors approved by the Finnish Transport and Communications Agency Traficom. You can book an assessment on your own or as part of an operator’s recruitment process.

4: Apply for the licence

Licence applications are submitted with a numbered paper form (not a copy of the form). Application forms can be ordered with the form RU5412 (External link).

The application can be submitted by the employee or by a representative authorised by the employee. Licence applications must be submitted to Traficom in writing (forms RU5400sr and RU5441sr).

The application must be accompanied by the following documents:

  • a copy of a certificate showing that the applicant has completed at least upper secondary education
  • a copy of a certificate issued by a training institution on the completion of the required licence-related training
  • a copy of a certificate issued by a competence demonstration examiner on the completion of a competence demonstration
  • a medical certificate from a railway doctor proving that the applicant is suitable for the job
  • a positive statement from a railway psychologist on the applicant’s suitability for the job
  • a copy of the applicant’s passport or other official identity document (a copy of a driving licence is accepted)
  • signature for the application, a passport photo and a sample signature to be printed on the licence.
    • Please note: Affix the photo with the sticker accompanying the form or with paper glue. Do not use tape.

5: Processing of the licence application

Traficom processes the application within one month of receiving all the documents listed above. Please include all required documents in your application – this will speed up processing.

6: Granting the licence

Once the licence has been granted, Traficom will send a temporary licence to the applicant, applicant’s representative or the operator by text message or email to the mobile number or email address given in the application. The temporary licence is valid until the actual licence (plastic card) has been delivered to the applicant by mail to the address given in the application form. This takes 2 to 3 weeks from granting the licence.

7: Always carry your licence with you when on duty
