A train driving licence proves that its holder has the general qualifications required to operate rolling stock. The licence confirms that the person meets the minimum health and psychological fitness requirements laid down by law and is suitable to work as a driver. Drivers must always have the licence with them when operating rolling stock.
Assessments are carried out by railway psychologists and railway doctors approved by the Finnish Transport and Communications Agency Traficom. You can book an assessment on your own or as part of an operator’s recruitment process.
Licence applications are submitted with a numbered paper form (not a copy of the form). Application forms can be ordered with the form RU5412 (External link).
The application can be submitted by the employee or by a representative authorised by the employee. Licence applications must be submitted to Traficom in writing (forms RU5400sr and RU5441sr).

Traficom processes the application within one month of receiving all the documents listed above. Please include all required documents in your application – this will speed up processing.
Once the licence has been granted, Traficom will send a temporary licence to the applicant, applicant’s representative or the operator by text message or email to the mobile number or email address given in the application. The temporary licence is valid until the actual licence (plastic card) has been delivered to the applicant by mail to the address given in the application form. This takes 2 to 3 weeks from granting the licence.
