Suomi.fi e-Authorizations will be introduced to the Finnish Transport and Communications Agency Traficom’s electronic transport services in January 2020. Katso IDs will function alongside the granted mandates until 14 March 2020. Set up your company’s mandates well in advance before the end of the Katso service.
How can I log in as a representative of a company/organisation?
Organisation customers can log in using either the KATSO identification or Suomi.fi identification (External link) service (if the mandate was granted using the suomi.fi/e-authorizations service) until 14 March 2020, and after this date only with the Suomi.fi identification service (External link).
KATSO logins will cease to function in My e-Services after 14 March 2020, and any organisations using the KATSO identification service will be migrated to the Suomi.fi e-Identification service. Each organisation must authorise its assignees with Traficom via the Suomi.fi e-Authorizations service. This applies to organisations that have registered representation rights in the Trade Register or the BIS, such as managing directors, chairpersons, or board members with the right to sign, and who are thus allowed to issue authorisations electronically.
Organisations that do not have any registered representation rights in the Trade Register or the BIS (e.g. estates of deceased persons, business partnerships, tax partnerships, joint-benefit administrations, public organisations, associations and foundations, foreign companies or individuals, companies that require the signatures of two or more signatories at the same time) will, after 14 March 2020, be able to log in using only the Suomi.fi e-Identification service, in which case the relevant KATSO roles will be retrieved in the background and can still be maintained in the same way as before using the organisation’s KATSO service. These organisations will be migrated to the Suomi.fi e-Authorizations service later in 2020 (current estimate: summer) and, after this point, new mandates can be granted by visiting a service point. We will provide further information on this before the change is set to occur.
Authorisation in the Trade Register or BIS
When a user chooses to act on behalf of a company, the system will check the Trade Register and BIS for whether the person has a right of representation that entitles them to act on behalf of the company/organisation. If the person has been granted this right, they will not have to do anything and can use the My e-Services service in the same way as before without having to be granted any separate mandates. Our service features the following representation rights:
- Managing Director
- Substitute Managing Director
- Deputy Managing Director
- General Partner
- Member of the Board of Directors in a limited liability company or a housing company
Granted mandates in the authorisation register
If a representative of a company does not have the right to act on behalf of an organisation on the basis of their position, the authority that is granted to them must be registered in the authorisation register. The mandate may be granted by a person who is authorised to do so on the basis of their position or by a person who has been granted this right by the aforementioned authorised person. Maintenance of transport operator data and permits
This mandate allows the assignee to view and edit transport operator-related organisational information as well as to submit permit applications and view permit information on behalf of the assignor.

This mandate allows the assignee to view vehicle data on behalf of the assignor.
Create vehicle certificates and submit notifications of transfer
This mandate allows the assignee to, in connection with a change of ownership of a vehicle, create certificates, submit notifications of transfer and submit all registrations on behalf of the assignor.
This mandate allows the assignee to perform vehicle registrations on behalf of the assignor. For example, the assignee may:
Carry out the first registration or change of ownership of a vehicle
Decommission a vehicle from road use and commission a vehicle for road use
Order registration certificates
Vehicle taxation matters
This mandate allows the assignee to report the instalment of vehicle tax, apply for exemption from vehicle tax and print a tax debt certificate.
Watercraft and vessels
Watercraft and vessel registrations
This mandate allows the assignee to submit watercraft and vessel registration notifications on behalf of the assignor.
Seagoing service information submissions
This mandate allows the assignee to submit the seagoing service information of a crew on behalf of the assignor.
Vehicle information orders
This mandate allows the assignee to order vehicle information on behalf of the assignor.
Who cannot use Suomi.fi e-Authorizations yet?
Suomi.fi e-Authorizations are not yet available to the following:
- Estates of deceased persons, business partnerships, tax partnerships, joint-benefit administrations and public organisations
- Associations and foundations
- Foreign companies or individuals.
- Companies that require the signatures of two or more signatories at the same time
These customers will be allowed to migrate to the Suomi.fi e-Authorizations service in 2020 as soon as new functionalities are introduced to the service. More information will be published on these changes once their schedules have been clarified.
E-service users can continue to manage their Katso mandates and roles in the Katso service until they have been granted permission to change from the Katso service to Suomi.fi e-Authorizations. In practice, assignees will simply need to log in to the e-service using e.g. their online banking codes instead of their Katso ID, after which they will be able to use the e-service on behalf of their assignors. In order to continue using the e-services after this temporary solution is scheduled to end, each assignee must request Suomi.fi e-Authorizations from their assignors as soon as this becomes possible.
Change to KATSO roles: The submission of transfer notifications will be transferred from the vehicle registration role to the certificate role in connection with the introduction of Suomi.fi e-Authorizations
In connection with the introduction of Suomi.fi e-Authorizations, the submission of transfer notifications will be transferred from the vehicle registration role to the certificate role. If a person who is responsible for managing a company’s KATSO registration role needs the right to submit transfer notifications, they must be issued the certificate role in the KATSO service.
