Electronic transport services and Suomi.fi e-Authorizations

The Suomi.fi e-Authorizations service allows companies to grant other companies or persons the right to act on their behalf in Traficom’s electronic transport services.

How can I log in as a representative of a company/organisation?

Organisation customers can log in using Suomi.fi identification service  (External link) or the KATSO identification. KATSO logins will cease to function in My e-Services after 28 August 2020, and any organisations using the KATSO identification service will be migrated to the Suomi.fi e-Identification service. Set up your company’s mandates before the end of the Katso service. Each organisation must authorise its assignees with Traficom via the Suomi.fi e-Authorizations service.  (External link)

Authorisation in the Trade Register, BIS or the Finnish Register of Associations 

When a user chooses to act on behalf of a company, the system will check the Trade Register, BIS and the Finnish Register of Associations for whether the person has a right of representation that entitles them to act on behalf of the company/organisation. If the person has been granted this right, they will not have to do anything and can use the My e-Services service without having to be granted any separate mandates. Our service features the following representation rights:

  • Trader
  • Managing Director
  • Substitute Managing Director
  • Deputy Managing Director
  • General Partner
  • Member of the Board of Directors in a limited liability company or a housing company

Roles entered into the Finnish Register of Associations that can entitle someone to act on behalf of the association can be:

  • Chairperson
  • Member

The members of the board in a limited liability company or a housing company have the right to grant a mandate together, if 

  • There is an entry in the Trade Register on all the board members
  • All the board members have a Finnish personal identity code

Granted mandates in the authorisation register

If a representative of a company does not have the right to act on behalf of an organisation on the basis of their position, the authority that is granted to them must be registered in the authorisation register. The mandate may be granted by a person who is authorised to do so on the basis of their position or by a person who has been granted this right by the aforementioned authorised person. In the mandate service provided by officials, parties that cannot grant electronic mandates in Suomi.fi e-Authorizations can grant electronic mandates and act on behalf of other parties. (External link)

Traficom’s electronic transport services use the following mandates in the authority register:

Professional transport

Maintenance of transport operator data and permits

This mandate allows the assignee to view and edit transport operator-related organisational information as well as to submit permit applications and view permit information on behalf of the assignor.

Means of transport

View vehicle data

This mandate allows the assignee to view vehicle data on behalf of the assignor.

 

Create vehicle certificates and submit notifications of transfer

This mandate allows the assignee to, in connection with a change of ownership of a vehicle, create certificates, submit notifications of transfer and submit all registrations on behalf of the assignor.

 

Vehicle registrations

This mandate allows the assignee to perform vehicle registrations on behalf of the assignor. For example, the assignee may: 

Carry out the first registration or change of ownership of a vehicle

Decommission a vehicle from road use and commission a vehicle for road use

Order a licence plate or a registration certificate

 

Vehicle taxation matters

 

This mandate allows the assignee to report the instalment of vehicle tax, apply for exemption from vehicle tax and print a tax debt certificate.

 Aircraft registrationThis mandate allows the assignee to submit an aircraft registration notification on behalf of the assignor.
 Notifying self-checks and inspection deficiency reparationsThis mandate allows the assignee to submit a self-check notification of craft inspection and notify reparations of deficiencies found during the inspection on behalf of the assignor.

Watercraft and vessels

Watercraft and vessel registrations

This mandate allows the assignee to submit watercraft and vessel registration notifications on behalf of the assignor.

 

Seagoing service information submissions

This mandate allows the assignee to submit the seagoing service information of a crew on behalf of the assignor.

Information services

This mandate allows the assignee to order vehicle information on behalf of the assignor.

GRANT AND REQUEST MANDATES

After you have been identified in the Suomi.fi service, you can grant and request electronic mandates for managing the matters that you need handled.

Who cannot use Suomi.fi e-Authorizations yet?

Acting on behalf of another private customer with Suomi.fi e-Authorizations is not yet possible in My e-Services. Acting on behalf of a private customer will become possible in autumn 2020.

 

Change to KATSO roles: The submission of transfer notifications will be transferred from the vehicle registration role to the certificate role in connection with the introduction of Suomi.fi e-Authorizations

In connection with the introduction of Suomi.fi e-Authorizations, the submission of transfer notifications will be transferred from the vehicle registration role to the certificate role. If a person who is responsible for managing a company’s KATSO registration role needs the right to submit transfer notifications, they must be issued the certificate role in the KATSO service.
