New requirements for ships regarding waste delivery receipts as from 1 January 2023

Since the beginning of 2023, all ships falling within the scope of the EU Vessel Traffic Monitoring Directive (2002/59/EC) have been required to submit a waste delivery receipt via the maritime information management system Portnet. The requirement applies to ships of 300 gross tonnage and upwards.

The receipt must comply with Annex 3 to the Ship-Generated Waste Directive (EU) 2019/883. The receipt must be submitted to Portnet before leaving port or as soon as the receipt has been received from the port reception facility provider.

The receipt must be uploaded to Portnet (External link) as a PDF file as follows:

Select the tab Notifications > Search for the ship in question > Go to Add notification and select IMO-FAL declarations > Go to the drop-down menu Choose form type and select Waste receipt.

The change is based on amendments to the Act on Environmental Protection in Maritime Transport implemented in summer 2021 (chapter 10, section 3 of the Act on Environmental Protection in Maritime Transport (1672/2009) (in Finnish) (External link)), which are based on Directive (EU) 2019/883 (External link) of the European Parliament and of the Council on port reception facilities for the delivery of waste from ships.
