Regulation on the information given to passengers about taxi journeys and the display of fares specified regarding fare for example journey

The Regulation issued by the Finnish Transport and Communications Agency (Traficom) determines how information on the fares for taxi journeys and the price of an example journey must be communicated. The Regulation enters into force on 1 September 2021, and its provisions have now been specified regarding the example journey to be included in the table of fares.

“Because the definition of an example journey has raised questions in the sector, we decided to further specify the provisions to clarify what we have all along meant with the fare for an example journey,” says Chief Adviser Kimmo Pylväs from Traficom.

The fare for an example journey means the fare, including value-added tax, for a 10-kilometre journey that lasts 15 minutes and for which no extra fees are charged based on the number of passengers or luggage. If an initial charge is applied, this must be included in the fare for the example journey. If the table of fares includes different tariff rates or bases for determining the price and the fare depends, for example, on the time of the day or the day of the week, the fare for the example journey must be given according to the most expensive rate. “In practice, this means journeys typically used for pricing in the industry, 1–4 passengers with ordinary luggage for which no extra fees are charged. For services provided with MPVs or minibuses to 5–8 passengers, an extra fee may be charged and it does not have to be included in the fare for the example journey,” says Pylväs, explaining the rules.

The Regulation concerns taxi journeys starting from a taxi rank and other journeys without a pre-order or pre-booking. It does not apply to taxi journeys booked via brokering and dispatch services or via integrated mobility services by using a telephone service or an application or by some other means of pre-booking. Taxi services based on a procurement contract that has not been made directly with the consumer are also excluded from the scope of the Regulation.
