Application for dispensation to begin or continue seagoing service

Please attach the following documents to your application:

• medical certificate for seafarers (less than 3 months old, all three pages)
• medical records on the illness or disease requiring dispensation as well as possible statements from the treating physician or your employer.

We recommend submitting the documents as PDF files. All documents must be clearly legible.

Once we receive your application, we will enter it in our case management system for processing. After this, we will request an opinion from the Finnish Institute of Occupational Health in accordance with the Act on Medical Fitness Examinations of Seafarers (1171/2010). After receiving the opinion, we will make a decision on your application for a dispensation.

Applications are processed in the order they are received. The processing time is approximately two months.

If necessary, you can request for an expedited process. The request must be made in writing to the Registry by post or by email. Requests are accepted depending on our workload. If our resources allow it, we will process your matter straight away. In addition to the fee charged for the decision, an additional fee will be charged for the expedited process in accordance with the decree on fees charged by Traficom. Please note that these fees will be charged even if we decide not to grant the dispensation and that a request for an expedited process is only binding on Traficom.

If your application is missing required information or if the Finnish Institute of Occupational Health requires additional information to issue an opinion to Traficom, we will request you to submit the information needed. Submit the required information and documents by the deadline or request for more time before the deadline. If you have requested an expedited process, the additional fee will be charged even if we need to ask you for additional information before making our decision.

To ensure a speedy and smooth process, we will send you the decision by secure email if you have permitted this on your application. In this case, we will not send you a paper copy of the decision unless you specifically request one.

If you fail to submit the required additional information or do not meet the conditions for dispensation, you will not be granted a dispensation.
