You may apply for an exemption from the requirements for modifying the structure of a vehicle or trailer if you have a special reason to make a change that is on a larger scale than is normally permitted. A requirement for granting the exemption is that it would only minimally increase the risk to safety, health or the environment and not distort competition.

It is possible to modify a vehicle’s structure without an exemption permit when the alterations are carried out in accordance with the applicable regulations. All changes should primarily be made within the framework of the structural modification regulations.

How to apply for an exemption permit

Log in to the service and complete the application online

  • Log in to Traficom’s “My Transactions” service. The exemption permit application is found under “Exemptions for the technical features of a vehicle”.
  • Select the service “Exemption for changing the structure of a vehicle.”
  • Fill in your contact information and details about the vehicle and the requested exemption.
  • Prepare the application carefully, because the decision is made based on the information provided in the application.

Attach the required appendices to the application

  • Fill out, as fully as possible, form C422 (Vehicle or trailer structural modifications) and attach it to the application. The same form is also used for structural modifications of other vehicle classes.
  • Depending on the case, also attach to the application:
    • Photographs or design drawings showing, e.g.:
      • how the vehicle’s structure is to be modified,
      • any added structures, their mounting points to the vehicle frame, mounting method, and the cross-sectional dimensions of materials used,
    • Documents or literature from which the technical data on the form are derived.

Pay the exemption permit application

  • Pay for the application within the service. The cost of the exemption permit application is EUR 460. Once payment is made, the application is ready to be submitted.

You will receive the decision via Suomi.fi or by post

  • You will receive the decision on your exemption application via the Suomi.fi messages service. If you do not use that service, the decision will be mailed to you at home.
    • Before making the decision, we will contact you if additional clarifications or further documentation are needed during the handling of the application.
