A verifier for the EU Emissions Trading System (ETS) for maritime transport must apply for approval from the Finnish Transport and Communications Agency Traficom. Applications for approval are submitted using Traficom’s application form.
The requirements applicable to maritime MRV verifiers are set out in Section 79 of the Emissions Trading Act (1270/2023). In addition, the requirements applicable to MRV verifiers are laid down in the MRV Regulation (EU) 2015/757 and the related amending regulation (EU) 2023/957.
Application for approval as a maritime transport emissions trading verifier
A maritime transport emissions trading verifier must apply for approval from the Finnish Transport and Communications Agency (Traficom) in order to be recognised as an MRV verifier.
The application must be accompanied by an accreditation decision or a certification certificate. The accreditation decision or certification certificate must demonstrate that the applicant meets the requirements applicable to maritime transport verifiers as set out in Section 79 of the Emissions Trading Act (1270/2023).

Approval decision
Traficom approves a verifier for the EU Emissions Trading System for maritime transport upon application, provided that compliance with the requirements laid down in Section 79 of the Emissions Trading Act (1270/2023) has been demonstrated in accordance with the Act on the Recognition of the Competence of Conformity Assessment Service Providers (920/2005).
Traficom will send the decision on the approval of the verifier to the email address of the contact person indicated in the application. The contact details of approved MRV verifiers are published below.
