Instructions for the use of public channels

Traficom confirms the design draught and the safe clearance depth for each public channel. The design draught refers to the planned draught at which the channel’s design vessel can normally use the channel; however, different draughts can be used if the conditions allow it.

Traficom confirms the design draught and the safe clearance depth for each public channel with a fairway decision. The instructions for the use of public channels clarify the practical application of information related to the navigability, dimensions and marking of public channels and the ways in which this information is presented on nautical charts and in nautical publications.

The use of public channels is based on their dimensions. Channels should preferably be used in accordance with their dimensions, but their gross underkeel clearance can be utilised on a case-by-case basis as long as sufficient net underkeel clearance is ensured. If a vessel needs to use a channel in a way that deviates from the design, the vessel must issue a notification of the use of the channel. Traficom has published instructions on the procedure that cover the following:

  • the division of responsibility in the use of public channels
  • the presentation of channel information on nautical charts and nautical publications
  • the utilisation of channel information (dimensions) in practical navigation
  • special route planning requirements in certain situations 
  • notification procedures related to the use of public channels as part of maritime transport supervision.

Channel information essential to navigation is presented on nautical charts and in nautical publications. Changes in this information are announced in Notices to Mariners. The waterway manager is responsible for the channel and the secured water depths (safe clearance depths) as well as for submitting information on the channel to Traficom so that it can be entered in information systems.

The design draught does not mean that any vessel in any circumstances and at all speeds could use the channel without risk of grounding, even if her draught does not exceed the design draught of the channel adjusted to the water level. The shipmaster is always responsible for estimating and specifying the draught used by the vessel.
