Registration of railway rolling stock

The use of a vehicle on the Finnish rail network requires that the vehicle is registered in the vehicle register.

Vehicle register

The registration of vehicles, changes to register information and deregistration is applied with the standard registration form. Instructions for filling in the form can be found in the Commission Decision (NVR Decision) (2007/756/EC, consolidated (External link)). The completed form and the necessary attachments shall be sent to Traficom registry, kirjaamo@traficom.fi

The rolling stock includes locomotives, self-propelling trains, wagons and on-track machines. In Finland, Traficom maintains a register of transport matters (former vehicle register) and records the following information per vehicle:

  • owner / holder, unit responsible for maintenance
  • serial number and vehicle number

Traficom has opened the register of railway rolling stock as open data (External link). The open data contains the registration and technical information of the vehicles registered on the Finnish rail network from  the traffic register maintained by Traficom. New versions of open data are updated on a quarterly basis.

Steps for registering a vehicle

1: Registration reservation

The registration reservation is applied for prior to the registration of the vehicle by a free-form application. The application shall state the intended use of the vehicle, the name and contact information of the owner, holder and the unit responsible for maintenance as well as business ID and possible Vehicle Keeper Marking. In addition to the application an overall drawing and the technical information of the vehicle. The technical characteristics of the locomotives shall indicate the possible radio control equipment and the maximum speed of locomotives and self-propelled machinery as well as the existence of an automatic access control device. Please note that the decision on the registration reservation is not yet a registration decision.

2: First registration

Once a vehicle has been authorized to be placed in service, registration can be applied for. Registration is sought using the standard registration form. When applying for registration, there must be a necessary proof of ownership of the vehicle. If the holder of the vehicle is applying for registration, he must be accompanied by a power of attorney issued by the owner or other proof of entitlement to apply for registration.

The application shall always include billing information.

Change of registration

In the event of a change or change of information of ownership, holder or the unit responsible of maintenance a notification shall be sent to Traficom within 30 days. The change shall be notified with a registration form. A change of owner or holder of a vehicle always requires the approval of the registered current owner. The new owner of the vehicle must apply a change of registration and at the same time inform the registered owners approval to the change of registration.

Removal from registration and cancellation

The customer must submit the removal from registration and cancellation notifications to Traficom within 30 days. Removal and cancellation of registration is applied with the registration form. The registration form must include a cancellation code indicating the reason for the cancellation. The cancellation codes can be found in the Commission decision (NVR decision) (2007/756/ EC, consolidated (External link)). If the vehicle has been scrapped, a scrapping certificate must be provided in addition to the scrapping notification, indicating the time and place of scrapping and the scrapper.
