Traficom issues international freight transport permits for road transport. The permits needed for each transport depend on the destination and the type of the transport operation. If you are carrying out freight transport in the area of EU, EEA or Switzerland, the Community license for goods transport is sufficient and no international transport permits are needed.

Assemble the necessary appendicies

The towing vehicle must have a certificate of conformity for the EURO category of towing vehicle in question H143e as well as a certificate of scheduled inspection H145e and a trailer certificate H144e. The certificate of conformity and the certificate of scheduled inspection must be attached to the application for every vehicle. In cases where there are changes in trailers, it is sufficient to attach a certificate for one trailer. The towing vehicle certificate can be requested from the importer and the certificate of scheduled inspection and trailer certificate from an inspection station.

You don't need any attachments to apply for the other types of international freight transport permits. Traficom checks the information on the applicant's transport license from the transport license register.

Apply for the transport permits

Fill in the application and send it to kirjaamo@traficom.fi or mail it to Liikenne- ja viestintävirasto, PL 320, 00059 TRAFICOM.

International transport permits are issued approximately within a week from filing the application. 

In order to issue CEMT permits, Traficom has to create a user profile for the representative of the transport operator. The profile will be created in the electronic CEMT system, which is administered by the Organisation for Economic Co-operation and Development (OECD), the data controller of the system. Traficom will submit the transport operator's name, email address, company address, and business ID to the system. The data will only be processed for necessary purposes related to issuing and administering the permits. More information on the processing of data can be obtained from ammattiliikenne@traficom.fi.

Delivery of the permits

The permits will be delivered to you either via mail or to be picked up from Traficom's offices depending on the delivery method you chose in the application. International transport permits are issued in two different locations: in Helsinki and in Lappeenranta with the exception of CEMT-permits which are issued only in Helsinki.
