Operators’ obligations

In this context, accessibility means that television programmes in Finnish and Swedish and corresponding programmes in on-demand programme services are accompanied by subtitles for the deaf and hard of hearing and other programmes by audio description or a service where the text of the subtitled programme is converted into voice.

Audio-subtitling and subtitling services for people with visual or auditory impairments

The public service programming of Yleisradio, the “public interest programming” and the programming that serves several different groups of audiences as confirmed in a decision by the Ministry of Transport and Communications must offer a sufficient number of programmes for which audio-subtitling and subtitling services are available.

Other measures to promote accessibility in audio-visual content services

Providers of audio-visual content services must prepare action plans on accessibility, describing how they continuously and gradually make their services more accessible to people with disabilities and what measures they are taking to promote accessibility. They must also regularly report to Traficom on the implementation of the measures.

Supervision

Traficom oversees that service providers provide audio-subtitling and subtitling services in accordance with the relevant legislation and report on their activities to implement the accessibility of their services.
