The Finnish Transport and Communications Agency Traficom’s electronic service allows users to order both parts or just the technical part of a vehicle registration certificate.
Vehicle owners can order a full registration certificate including both the technical part and the notification part. Vehicle holders can only order the technical part. The registration certificate will be delivered by post within approximately a week from the order. Using the service requires identification.
Registration certificate rarely required
It is no longer required to have the technical part of a registration certificate in the car when driving in mainland Finland. However, it is still required when travelling abroad or driving in the Åland Islands.
The notification part of a registration certificate is also not required for filing a registration notification, because many transactions, such as vehicle decommissioning, can be conducted online or at a registration office (identification required). When selling a car, the seller can provide the buyer with a digital certificate instead of the notification part. Sellers can create a digital certificate in Traficom’s electronic service free of charge, and buyers can use the certificate to register the change of ownership.
The whole registration certificate, including both the notification and technical part, is required when a vehicle is sold to be registered abroad or in Åland.
