Annual fees for transport licence holders and service providers invoiced in February 2023

Transport licence holders and those notified as service providers are charged an annual fee. If an operator no longer provides transport services, it is advisable to cancel the transport licence or notification. The annual fee is charged to all licence holders and service providers entered in the Transport Register on 1 January 2023.

The fees charged for transport licences were confirmed on 28 September 2022. The annual fee for licence holders is EUR 100 and for service providers EUR 35.

Annual fee for licence holders and service providers

All holders of a taxi, passenger or goods transport licence whose transport licences are valid on 1 January 2023 must pay an annual fee. An annual fee also applies to service providers (goods transport, brokering and dispatch services, and integrated mobility services) with a valid notification entry in the register on 1 January 2023.

The annual fee is company-specific, and the number of valid transport licences held by the company does not affect the amount of the fee. If a company holds several valid taxi, passenger and goods transport licences, the fee is charged only once. A service provider’s annual fee is not charged if the company holds a valid transport licence.

Changes to licences included in the annual fee

Any changes made to a transport licence during its validity are included in the annual fee and there are no separate charges for changes. The same applies to changes to notifications. Changes that can be made free of charge include changing the transport manager or the name of the company.

The annual fees are also used to cover the costs of the supervision of licence holders and other administrative tasks associated with the Transport Register data on transport licences and transport operators.

Unnecessary transport licences or service provider notifications should be cancelled by 31 December 2022

If a company no longer operates transport services and wants to avoid paying the annual fee, it should request the cancellation of its transport licences and notifications. Keeping the Transport Register up to date is in the interests of all operators. No annual fee is charged if the request to cancel a licence or notification arrives at Traficom at the latest on 31 December 2022 and if the operations subject to the licence or notification are reported to end by the end of 2022.

If a licence or notification is valid on 1 January 2023 when the fees are determined, the fee will be charged even if no services are operated under the licence or notification. The annual fee will not be refunded or reimbursed if a company ends its operations or requests the cancellation of its licence or notification at a later point after the fee has been determined.

Cancellation requests can be submitted conveniently via an electronic form. The forms are available on Traficom’s website:

No fee is charged for decisions concerning the cancellation of a licence and the removal of a register entry. Requests for cancellation must be received by Traficom at the latest on 31 December 2022.

Licence holders’ and service providers’ address information in the Transport Register

The national transport licence system (VALLU) is a part of the Transport Register. The addresses of licence holders and service providers are not automatically updated in the VALLU system. If the postal address of a company has changed since the company was issued with a licence, submitted a notification or received an invoice for the annual fee for 2022, Traficom must immediately be informed about the new address. This can be done via email at liikenneluvat@traficom.fi.

Invoice delivery methods

Legal persons:

Because of the ongoing information system reform, some companies may receive their invoice for the annual fee for legal persons by post as a paper invoice even if they have given their e-invoicing address to Traficom.

Natural persons:

Private individuals can order an e-invoice from Traficom in their own online banking system (invoices for transport-related services / liikenteen tuotteiden laskutus), begin to use the Suomi.fi service and receive the invoice via Suomi.fi Messages or order the invoice to the OmaPosti service.
