Regulations and recommendations for internal networks in properties

When you watch television or use fixed broadband at home, these services are delivered through an internal network. In Finland, internal networks in properties must be designed, constructed and maintained in accordance with Traficom Regulation 65.

Traficom's Regulation 65 on internal networks and telecommunications contracting in properties

Television programmes and fixed broadband services are delivered to users in properties through internal networks.

Internal networks include generic cabling systems as well as joint antenna networks and master antenna systems. They must be designed, constructed and maintained in accordance with Traficom's Regulation 65 F/2026 (hereinafter Regulation 65).

Regulation 65 covers, among other things:

  • the structure of internal networks
  • equipment rooms required for networks and systems
  • network performance
  • cables and components used
  • earthing and equipotential bonding
  • testing and documentation.

The Regulation applies to the internal communications networks and systems of residential properties for permanent living, office properties and public properties.

Regulation 65 F/2026 repeals Regulation 65 E/2022 M of 21 December 2022.

Regulation 65 F/2026 on internal networks and telecommunications contracting in properties (Finlex) Ulkoinen verkkopalvelu.

Valid from: 01/05/2026

The regulation concerns in-building communications networks and systems, in other words internal networks, that are connected as part of the public communications network. The regulation applies to internal networks in residential buildings meant for permanent living, office buildings and public buildings including antenna reception of television transmissions in single-family homes.

Internal networks in properties include generic cabling systems and joint antenna networks and master antenna systems

Generic cabling system

A generic cabling system is a network built using twisted-pair and optical fibre cables that supports a wide range of communications services. It can provide broadband connections using fibre-optic, Ethernet and G.fast technologies.

Joint antenna network and master antenna system

A joint antenna network is built using coaxial cables and consists of antenna sockets, splitters, taps and distribution amplifiers.

A master antenna system for receiving television and radio broadcasts consists of this passive network, a main amplifier and, where necessary, antennas.

Through the joint antenna network and master antenna system, all residents of a housing company can receive either terrestrial or cable television broadcasts. If the network has a return channel, residents can also use cable modem services.

Construct, rebuild and maintain internal networks in accordance with the Regulation – remember testing and documentation

All construction and rebuilding work on joint antenna networks, master antenna systems and generic cabling systems must comply with Regulation 65.

Regulation 65 also sets requirements for testing and documenting internal networks. Without up-to-date documentation, maintaining the network and system or locating possible faults is often difficult and expensive.

When constructing, rebuilding or refurbishing an internal network in a property:

  • make sure that the designer and telecommunications contractor are familiar with Regulation 65
  • ensure that the design and installations meet the requirements of the Regulation
  • make sure that testing has been carried out correctly and that you receive the results and required documentation
  • use the Quality Tool for internal networks to check the plans and installations.

Also use our quick guide if your housing company is planning a major renovation or other upgrade. The guide includes, among other things, a checklist for upgrading an internal network.

Quality Tool to support compliance assessment

There are many things to remember, arrange and check when constructing an internal network in accordance with the Regulation. Designers and telecommunications contractors must also be familiar with our Regulation.

To support this work, we have published the Quality Tool for inspecting internal networks. It helps construction project supervisors and responsible persons in construction companies and housing companies assess and monitor the quality of internal network plans and installations. The tool also provides a useful checklist for contractors carrying out installation work.

The instructions in the Quality Tool are based on Regulation 65. The tool was developed jointly by SANT ry, STUL ry and Traficom.
