Monitoring, reporting and verifying aviation emissions

Both in the EU emissions trading system for aviation as well as CORSIA, aircraft operators monitor their emissions and submit a verified emissions report to the competent authority; in Finland, this is the Finnish Transport and Communications Agency Traficom.

Monitoring emissions

In the EU emissions trading system for aviation (External link) as well as in CORSIA (External link), aircraft operators monitor their carbon dioxide emissions in accordance with the emissions monitoring plan approved by Traficom. The plan states how the carbon dioxide emissions of the aircraft operator are generated and how the information is processed, recorded and monitored. The emissions monitoring plan is submitted by filling in the monitoring plan template provided by the European Commission, which is available with instructions on the website of the EU emissions trading system (External link).

Reporting emissions

Aircraft operators submit a report on the carbon dioxide emissions during the previous year to Traficom annually by 31 March. The report must include information on carbon dioxide emissions on all of the flights operated by the aircraft operator participating in emissions trading and/or CORSIA, and it must be verified by an independent and accredited verifier. The emissions report is submitted by filling in the emissions report template provided by the European Commission, which is available with instructions on the website of the EU emissions trading system (External link).

Verifying emissions

Aircraft operators submit the emissions report together with the verifier’s statement. The verifier’s statement shows whether the emissions report is acceptable. The report can be considered acceptable, if it has been drawn up in accordance with the set requirements and if there are no fundamental errors in the reporting of the total emissions.

Traficom approves the aviation emissions verifiers in Finland. The verifier organisation must be accredited as an aviation emissions verifier in an EEA country. The verifier organisation verifies the emission reports in accordance with the valid legislation.
