Adding taxi vehicles to transport licences to begin in September

In future, vehicles used in taxi transport must be linked to a valid transport licence. Following a legislative amendment, adding vehicles to a licence will become mandatory at the beginning of September for operators engaging in taxi transport under a goods or passenger transport licence and in January 2027 for operators holding a taxi transport licence.

The legislation on taxi transport will change from 1 September 2026. The changes will enter into force in stages through July 2027.

“Vehicles used in taxi transport will be subject to several changes. The first change to take effect is the requirement to add vehicles used as taxis to a transport licence. This change is laying the groundwork for the next one, which is that taxis will have identifiable registration plates,” says Senior Specialist Tiina-Liisa Ruotsalainen from the Finnish Transport and Communications Agency Traficom.

“Applications for these taxi plates can be submitted from January onwards. Taxi plates cannot be issued for a vehicle that has not been added to a transport licence authorising taxi operations,” Ruotsalainen adds. 

A vehicle used in taxi transport must meet certain conditions before it can be added to a transport licence. The exact requirements are listed below.

Entry into force depends on the transport licence type

All operators engaging in taxi transport can add their vehicles to a transport licence from the beginning of September. However, adding vehicles to a licence will become mandatory according to two different schedules.

If taxi transport is carried out under a goods or passenger transport licence on the basis of a notification, the vehicle used in taxi transport must be added to the transport licence from 1 September 2026. The licence holder must be the owner or holder of the vehicle.

For companies operating under a taxi transport licence, the requirement will enter into force on 1 January 2027. From that date, all vehicles used in taxi transport must be added to the transport licence used for taxi operations. The licence must be held by the vehicle’s owner or holder.

Requirements for adding a vehicle to a licence

Before adding a taxi transport vehicle to a licence, check that the following requirements are met:

  • your company has a valid transport licence authorising taxi transport
  • the vehicle is registered in the Transport Register
  • the vehicle’s purpose of use is entered as operation subject to a licence
  • the licence holder is entered in the Transport Register as the vehicle’s sole owner or holder

Vehicles are added to a transport licence in Traficom’s My e-Services. The online service is free of charge. You can also remove vehicles from a transport licence in My e-Services. 

Taxi plates can only be issued after the vehicle has been added to a transport licence. Following the legislative amendment, taxi plates will become mandatory for all taxis in July 2027. You can order taxi plates from 1 January 2027 onwards from vehicle inspection sites that offer registration services.
