Directors-General of national authorities from the Nordic and Baltic countries met in Helsinki on 5 February 2026 to discuss current security challenges in the region. The meeting focused on risks posed by the activities of Russia’s shadow fleet, GNSS interference targeting satellite positioning systems and the protection of critical infrastructure such as subsea cables.

The use of Russia’s shadow fleet continues to pose a significant threat to safe navigation and the marine environment across the EU. At the same time, GNSS interference undermines the safety of air and maritime traffic, as modern transport is heavily dependent on satellite-based positioning and timing signals. Operational authorities in the region are also encountering other undesirable phenomena, such as disruptive drone activity.

The meeting held in Helsinki today was opened by the Minister of Transport and Communications, Lulu Ranne, and hosted by the Director-General of the Finnish Transport and Communications Agency Traficom, Jarkko Saarimäki.

Strengthening security and crisis resilience in the Nordic and Baltic countries

The meeting held in Helsinki was a follow-up to discussions held by ministers of transport in Luxembourg on 4 June 2025, where ministers from the Nordic and Baltic countries agreed to strengthen joint actions to improve security and crisis resilience.

The Director-General of Traficom, Jarkko Saarimäki, emphasised the importance of cooperation in strengthening security in the region. “Security challenges do not recognise national borders. That is why close cooperation between authorities and a shared situational picture are essential if we are to improve preparedness across the entire region,” says Saarimäki.

The meeting provided an opportunity to exchange views and hold operational discussions on current security phenomena and on how authorities can strengthen their cooperation and preparedness in matters related to regional security.

Work to improve security and resilience among the Nordic and Baltic countries will continue in close cooperation in the future as well.
