A report on the results of a port State control (PSC) inspection carried out by the Finnish Transport and Communications Agency Traficom has been completed. During the PSC inspection of the cargo ship Fitburg carried out by Traficom, minor deficiencies were identified. The deficiencies do not endanger the safety of the ship or its crew.
The Finnish Transport and Communications Agency Traficom began a PSC inspection of the cargo ship Fitburg on 31 December 2025. The purpose of PSC inspections is to verify that ships comply with the requirements of applicable international conventions.
The PSC inspection has been completed. Ten deficiencies were recorded during the inspection. None of the deficiencies endanger the safety of the ship or its crew.
The deficiencies identified on board related to fire safety, emergency preparedness, the safe operation of the engine room and the general maintenance of the ship. All of the deficiencies were minor. None of the deficiencies identified result in the detention of the vessel and the crew has begun rectifying them.
“The ship was in an appropriate condition for its age and, from a maritime safety perspective, it can continue its voyage once the deficiencies have been rectified,” says Sanna Sonninen, Maritime Director at Traficom. The inspection was carried out in cooperation with the ship’s crew and proceeded as planned. “During the inspection, the necessary information and arrangements were made available without delay,” Sonninen adds.

Fact box – port State control
Port State control (PSC) inspections are carried out to verify that a ship complies with the requirements of the applicable international conventions. The inspection covers the ship’s certificates and documents as well as the rectification of deficiencies identified during previous inspections.
If, during an inspection, there are grounds for concern regarding the condition of the ship or its equipment, a more detailed inspection may be carried out. Deficiencies identified during the inspection may be required to be rectified. In serious cases, the Finnish Transport and Communications Agency Traficom may detain the ship until the deficiencies have been rectified.
PSC inspections are based on the international SOLAS and MARPOL Conventions, EU legislation and the Paris Memorandum of Understanding on Port State Control, the aim of which is to ensure a harmonised inspection regime between States.
In Finland, approximately 300 port State control inspections are carried out each year. In 2024, a total of 298 inspections were carried out on foreign ships, covering 288 vessels. Deficiencies were recorded in 64 inspections, with a total of 139 deficiencies identified. Overall, the inspection results are at a good level.
