Traficom is reforming the organisation of taxi driver’s examinations. From 17 November 2025, the examinations will be conducted as group exams in 12 locations across Finland. The reform aims to improve the reliability, security and efficiency of the examinations.
From 17 November 2025, the Finnish Transport and Communications Agency Traficom will introduce a new group model for taxi driver’s examinations. The examinations will in future be held in groups, and their organisation will be centralised in 12 locations: Järvenpää, Oulu, Tampere, Turku, Kuopio, Vaasa, Lappeenranta, Jyväskylä, Lahti, Lohja, Seinäjoki and Rovaniemi. These locations have suitable facilities, equipment and sufficient personnel for conducting group exams.
“The group exam model was tested in the autumn. Based on the trial, we found a smoother and more cost-effective way to organise the examinations, as well as a means to enhance supervision and reduce fraudulent activity,” says Head of Unit Joni Palonen.
In the group exam, all participants take the test simultaneously on a tablet, in either Finnish or Swedish. “A trained supervisor is present in the exam room to instruct participants and oversee the test. The supervisor also intervenes if any fraudulent behaviour is suspected,” Palonen adds.
The aim of the group exam model is to strengthen the reliability and fairness of the examination for all participants. By preventing fraudulent activity, it also helps ensure that the taxi industry attracts skilled and professional drivers.
“This reform supports Traficom’s goal of developing transport services responsibly and in a way that promotes safety. At the same time, we are ensuring that the exams are conducted consistently and equally across the country,” says Palonen.
Traficom has already been systematically developing the supervision of taxi driver examinations for some time. The introduction of group exams is the next step in this ongoing development.
