Alternative Means of Compliance (AltMoC)

European Aviation Safety Agency issues Acceptable Means of Compliance(AMC) to demonstrate means to establish compliance with the Basic Regulation and its Implementing Rules. AMCs are non-binding, but if not complied with, demonstration of alternative methods is required in form of AltMoC. AltMoCs are approved by Traficom and subsequently forwarded to EASA. It is noteworthy that AltMoC cannot be used to diverge from Basic Regulation or Implementing Rules.

There are three types of AltMoC

1.  National competent authority can establish an AltMoC and inform EASA of it. These are published on Traficom.fi and can be adopted by organizations without separate authorization.

2. Finnish organization can propose an AltMoC, which requires approval by Traficom. If approved, Traficom will notify EASA who then publishes basic information of the AltMoC on their website.

3. AltMoC introduced by other organizations in EASA Member States. These can be adopted, but require prior approval from Traficom to ensure that AltMoC is suitable for the organization applying to adopt it. Existing regulations allow the following aviation organisations to use the AltMoC procedure:

• Operators in accordance with Regulation 965/2012 (External link);
• Aircrew Training Organisations in accordance with Regulation 1178/2011 (External link);
• Aerodrome Operators and Ramp Control Service Providers in accordance with Regulation 139/2014 (External link);
• Air Navigation Service Providers in accordance with Regulation 2017/373 and
• Air Traffic Controller training organisations in accordance with Regulation 2015/340 (External link).

The regulations above describe the processes to properly implement AltMoC. The AltMoC proposed by an organisation has to be approved by national competent authority (in Finland - Traficom) prior to deployment. In the application, the organisation must demonstrate that the AltMoC it submits achieves at least the same level of safety as the original AMC procedure published by EASA.

You can apply for AltMoC to existing AMC or a requirement of a Regulation or Implementing Regulation that has no AMC published by EASA.

Applicant shall provide Traficom a detailed description of an AltMoC using the form linked at the end of this page. The description should include changes to operations manual or methods and an evaluation that demonstrates compliance with the EASA basic regulation (2018/1139 (External link)) and applicable Implementing Rules. In addition applicant shall provide a documented risk-analysis where it is concluded that the AltMoC an offers equal or better level of safety than the existing approved methods.

Subsequently Traficom will analyze the provided documents for regulation compliance and if necessary inspects the organization.  If the AltMoC requires changes to operating certificate, license or permits, changes shall be applied concurrently. If compliance is found, Traficom will approve AltMoC and EASA will be notified, after which EASA will add the AltMoC to it´s list of approved ones.
