When can you apply to become a service provider?
You can apply to become a service provider for information services if your business needs information from the Transport Register regularly for a transport-related service.
The business must have:
- transport-related operations either in the business itself or in end-user companies
- a clear and lawful purpose of use for the data
- sufficient technical and information security capabilities
- readiness to follow Traficom’s instructions
- its finances in order.
A registration number and vehicle identification number are personal data. Personal data related to vehicles may only be processed for the purpose of use approved by Traficom.
Read the requirements before applying
Before submitting your application, familiarise yourself with the service provider’s requirements, service types and data content. The application must detail which service you need the data for and how you meet the requirements for the service.
More detailed requirements concern matters such as data protection, information security, non-disclosure, interface data content, deliveries of datasets and service-specific terms.
How to apply to become a service provider

Familiarise yourself with the requirements
Read the service provider’s requirements, service types and data content before you start filling in the application.
- Step 2
Provide information about your service
Describe the service you need the data for and how you will process the data in the service. Also indicate whether the service is produced for your own use, for consumers or for other businesses.
- Step 3
Make sure you have a Suomi.fi mandate
Applying for the service requires the Suomi.fi mandate Ordering transportation means information. A person authorised to sign on behalf of the company may grant the mandate in the Suomi.fi service.
- Step 4
Submit the application in the My e-Services portal
Log in to Traficom's My e-Services. Fill in the service description and submit the required attachments.
- Step 5
Supplement your application if necessary
Traficom will request additional information if the application needs to be supplemented.

Read the data access authorisation and its terms and conditions
If Traficom grants you a data access authorisation, read it and its terms and conditions carefully before you start using the service.
- Step 7
Make an intermediary service agreement
The delivery of data requires an intermediary service agreement with Vivicta Oy.
- Step 8
Test the service
You will receive test IDs and test cases from Traficom. Once the testing has been approved, you will receive production IDs and permission to start using the service.

Apply for a permit for onward disclosure of data
If you provide a service for other businesses, apply for permits for onward disclosure of data for the customer organisations before introducing the service. Applying for the service requires a Suomi.fi mandate, Maintenance of transport operator data and permits.

Report changes in advance
Submit a notification or application to Traficom before making any changes to the service or the purpose of using the data.
- Step 11
Apply to become a service provider
Service fees
Interface queries and datasets are subject to a fee. Prices are determined on the basis of the number of queries or the type of data.
The processing fee for a service description application is EUR 1,500, and it is charged in connection with the issuance of a positive or negative decision.

Make a good application
A good application will speed up the processing of the matter. In your application, provide a clear description of:
- the purpose of use of the service
- service user groups
- how the Transport Register data will be used in the service
- how you process personal data
- when you delete the data.
In the application, only describe the use of Transport Register data.
