Air cargo and secure transport chain

All air cargo is subject to security measures. The measures can consist of either screenings or transport of cargo in a supervised and secured transport chain. Despatch of cargo in a supervised transport chain speeds up the mobility of streams of goods because other security measures are not needed.

Traficom gives a company participating in the transport chain a regulatory approval related to the security measures and, thus, supervises the safety of air cargo in Finland. Those participating in the transport chain include the regulated agent (cargo forwarder, transport company) and the known consignor (manufacturer of the product) 

A so-called concise security clearance is required from persons responsible for security in the companies participating in the transport chain and from all of those who participate in the security measures related to air cargo. These security clearances are applied for from Finavia. 

Regulated agents

A regulated agent is a cargo forwarder or transport company carrying out the security controls that are accepted or required by the aviation authority in respect of air cargo or air mail. Partners and stakeholders appreciate a company that has a regulatory approval for security measures. The approval is in force in the whole EU area.

Send a free-form application to Traficom. According to more detailed instructions from Traficom, the company must train its personnel and establish a security programme that contains a description on how the required security measures are implemented in all of the sites for which the approval is applied for.

The company must designate a person who is responsible for the implementation of the security requirements. The person in question must know the export procedures of the company and a security clearance must be made on the person in question as well as on personnel handling air cargo. In addition, the person in question must have completed a training of a security manager of the regulated agent (teaching category 12) according to point 11.2.5 of the annex of Regulation (EU) 2015/1998. Also personnel handling air cargo must have completed a security training approved by Traficom (teaching category 9 or 14).

When the requirements have been met, Traficom examines the security programme of the company. If it meets the requirements, the activities and premises of the company are inspected. A certificate is given for the approval, and the certificate is confirmed by entering the company's details into the Union database on supply chain security.

For the maintenance of the approval, Traficom inspects the companies at least every five years. Surveillance inspections are also carried out between approval inspections. The approval fee is charged in accordance with the current Decree of the Ministry of Transport and Communications on transport-related services provided by the Finnish Transport and Communications Agency subject to a fee.

Approval as a known consignor

A known consignor is a company that manufactures a product or assembles a product from such parts in which prohibited articles can be clearly recognised without any instruments and can be prevented from ending up in the end product in the assembly phase.

A regulated agent can consolidate consignments during the export process if all of the suppliers have been approved as known consignors. This way, for example approvals obtained by suppliers of components can be utilised when consignments are headed for the same destination.
 

 

Send a free-form application for the approval as a known consignor to Traficom. Traficom sends more detailed instructions based on which the company can make an advance assessment on whether it meets the requirements.

The security manager must have completed a “training of security manager” approved by Traficom (teaching category 12).

Also personnel handling air cargo must have completed a security training approved by Traficom (teaching category 9 or 14). When the personnel has been trained and the company considers it meets the requirements, please contact Traficom to agree upon the inspection of the premises and activities.

The approval must be renewed every five years. 

Traficom's approval fee is charged in accordance with the current Decree of the Ministry of Transport and Communications on transport-related services provided by the Finnish Transport and Communications Agency subject to a fee.

Regulated suppliers (catering)

A regulated supplier is a company that has received Traficom’s approval and that can deliver in-flight supplies directly to aircraft.

The approval can be applied for by sending Traficom a written application and the security programme of the company. The security programme must describe how the applicant meets the requirements imposed on it. The company must also provide its personnel a training required by the security requirements.

If no deficiencies are detected in the approval inspections, Traficom provides an approval for the company. The annual fee for the approval is charged in accordance with the current Decree of the Ministry of Transport and Communications on transport-related services provided by the Finnish Transport and Communications Agency subject to a fee.
