Apply for a change in the security as a holder of a goods or passenger transport licence during the period of validity of the licence

As a holder of a goods or passenger transport licence, you can apply for a change in the security during the period of validity of the licence.

Do the following

    Check the requirements for demonstrating financial standing

  2. Step 2

    Apply for a change in the security during the period of validity of the licence

    You can apply for a change in the security during the period of validity of the licence online in My e-Services under the section road traffic transport licences.

    In matters related to transport operations, a natural person selects ‘Personal services’, while a legal person should choose ‘Acting on behalf of a company/an organisation’. This means that a natural person as an applicant or a licence holder always acts as an individual, not as a representative of their company operating under a business name. Only a person with the right to represent the transport company either with an authorisation or without a separate authorisation based on their role recorded in the Finnish Trade Register may act on behalf of a company in the service.

    A positive decision requires the applicant to provide a replacement security that meets the requirements for demonstrating financial standing.

    The service is free of charge.

  3. Step 3

    You will receive the decision by post

    You will receive the decision on the change in the security by post within approximately 3 weeks of submitting the application. Requests for information and clarifications concerning the application affect the total processing time.

You can print out and fill in the licence application form and send it with possible accompanying documents to the following address: Finnish Transport and Communications Agency (Traficom), Transport licences, PO Box 320, FI-00059 TRAFICOM, Finland.

When applying for a change in the security during the licence period, you will need to fill in a goods or passenger transport licence application form and indicate under section 4 additional information of the form that the reason for the application is a change in the security. In addition to this, you will need to attach a certificate of the applicant’s financial resources issued by an authorised, meaning KHT, HT or JHT, auditor or a new bank security (bank guarantee or pledge account) to the application.
