Apply for a parking card for people with reduced mobility

If you have a parking card for people with reduced mobility, you can park your vehicle in public parking spaces and areas where parking is not otherwise permitted with certain restrictions.

A parking card for people with reduced mobility is personal. You can only use the card in a vehicle that you are driving or are a passenger in. Therefore, keep the parking card with you if you are using several vehicles.

A parking card issued in Finland can be used in all Member States of the European Union.

When you apply for a new parking car, your previous one will automatically expire.

    Read the instructions

    On this page, you can find instructions for applying for a parking card for people with reduced mobility and tax exemption.

  • Step 2

    Obtain a medical certificate if necessary

    You need a medical certificate for a disabled parking permit when

    • applying for your first permit or
    • renewing a permit that is about to expire and was granted based on a temporary disability, i.e., for less than 10 years.
    • your previous permit was issued in another EU or EEA country, regardless of the length of its validity.

    You can find the correct medical certificate form at the bottom of the page. Other types of medical certificates will not be accepted.

    Make sure that the doctor states in the certificate whether the disability is permanent. If the disability is temporary, the report must indicate the duration of its validity. Attach the report to your application in the service.

    You do not need a medical certificate if:

    • You are renewing a parking permit that was issued due to a permanent disability. In this case, attach a copy of the front and back of your previous parking permit to your application in the service.
    • You are applying a parking permit for example for a lost, stolen, or destroyed permit, or if you have changed your name. The validity of your previous permit will be checked in the register.
  • Step 3

    Log in to the service and complete the electronic application

    Choose the role for Personal services and then for Services for people with reduced mobility.

    Attach a medical report to the electronic application if you are applying for a parking card for the first time or renewing a parking card issued for less than 10 years.

    You can also apply for an exemption from the basic vehicle tax in the service by providing the vehicle's registration number. The exemption can only be granted in connection with a new parking permit application or the renewal of a previous parking permit. The exemption can only be valid for one vehicle at a time.

    If you do not apply for the exemption when applying for a parking permit, you can do so later in the Apply for exemption from the base tax of vehicle tax service.

    You do not need to submit the application in the service yourself. Instead, you can have another person submit it on your behalf with a power of attorney.

    In this case, the applicant logs into the service using their own IDs. You can find the power of attorney template at the bottom of the page.

    If you are applying for a parking card for your minor dependent, you do not need a power of attorney.

    A custodian of a child in substitute (foster) care can act on behalf of the child without a power of attorney if the custody has been registered in the Population Information System.

    Pay for the application in the service. The application cannot be withdrawn, and the application fee is non-refundable. Do not deliver the application by post.

    Posted applications will not be processed.

  • Step 4

    Delivery by post to your home

    The parking card will be delivered by post to your home address within approximately two weeks from the date on which the application was submitted, provided that the relevant conditions are met.

    If your application or medical report is incomplete, you will be contacted by a customer service agent of Ajovarma, Traficom's service provider.ä.

Applying for a parking card from Ajovarma

If you do not want to apply for a parking card in My e-Services, you can apply for it at a service point of Traficom's service provider Ajovarma. Make an appointment in advance.

Check step 2 in the “Do the following” instructions to see if you need a medical certificate. If you are acting on someone else’s behalf, you will need a power of attorney. You can print out a power of attorney template at the bottom of the page.

If you are applying for a parking permit for someone you care for, you do not need a power of attorney.

Booking for Ajovarma

Holders of a parking card for people with reduced mobility can park in public areas under the following conditions:

  • in parking spaces marked with a wheelchair symbol
  • in paid parking places free of charge
  • in areas where parking is forbidden by the traffic sign 'Pysäköinti kielletty' (no parking) or 'Pysäköintikieltoalue' (no-parking zone)
  • for a longer period in an area where the maximum parking time is limited
  • on the streets in residential areas, provided that the parking does not cause significant disturbance to traffic or other uses of the street
  • on the carriageway of bicycle streets, including places other than marked parking places, if this does not cause unreasonable disturbance to others

Parking in public areas is monitored by municipal parking control units and the police.

A parking card for people with reduced mobility does not directly give you a right to park in private areas. In such areas, you must still comply with the parking rules and traffic signs of the area.

Check the applicability of your parking card with the property owner or the company monitoring the area.

More information on applying for parking card

You can get a parking permit if
• a doctor has assessed that your illness or disability makes it impossible for you to move around independently, and your disability or illness is severe enough to be at least in class 11, or
• your eyesight in your better eye is no more than 0.1, or your overall vision is so poor that it falls into at least class 17.

You can also get a parking permit for transporting a person with reduced mobility if the person regularly or often needs transport and cannot manage on their own after the trip without help from someone else. The permit is given to the person being transported — not to the driver.

A doctor decides whether you meet the conditions to get a parking permit.

Acting with a Power of Attorney

Another person can apply for a parking permit on your behalf with a power of attorney. Read more in step 3 of the  Do the following -instructions.

Acting as a guardian

As a guardian, you can apply for a parking card for people with reduced mobility on behalf of your client by logging into the service or visiting an Ajovarma service point.

If you are applying for a parking card for your client as a guardian, please provide one of the following documents with the application:

  • a guardianship decision issued by a court or the guardianship authority or
  • an extract from the Register of Guardianship Affairs.
    • You can order the extract from the Digital and Population Data Services Agency (DVV).

A Suomi.fi authorisation is not sufficient when acting on behalf of another person as his or her guardian.

Acting as an attorney with a continuing power of attorney

An attorney with a continuing power of attorney can apply for a parking card on behalf of the person who granted the power of attorney (granter) by using this service or visiting an Ajovarma service point.

Please provide with the application a document indicating that the granter has given you a continuing power of attorney to manage his or her financial affairs. The following documents are accepted:

  • continuing power of attorney or
  • extract from the Register of Guardianship Affairs
    • You can order the extract from the Digital and Population Data Services Agency (DVV). 

As an attorney with a continuing power of attorney you will also need a power of attorney from the granter

  • if the continuing power of attorney does not cover the management of financial affairs
  • you are only authorised to represent the granter in matters concerning a certain part of his or her property or your authority has been limited in some other way
  • the granter has multiple attorneys with a continuing power of attorney.

Acting on behalf of a child taken into care

If you are applying for a parking card for people with reduced mobility for a child that has been taken into care, include in the application one of the following documents:

  • custody decision,
  • decision on taking into care or placing the child,
  • decision on the child’s guardianship,
  • extract from the Register of Guardianship Affairs or
  • statement by a social authority.

A nursing institution may apply for a parking card for people with reduced mobility for the purpose of transporting clients.

The card can only be applied for at an Ajovarma service point, and it is granted to an employee of the care institution, not to the care institution.

Attach a free-form report on the activities of the care institution and on the need for a parking card to the application. The parking card is granted for a fixed period of five years.
