The Finnish Transport and Communications Agency Traficom has, for the first time, carried out a market review of public electric charging as well as gas and ethanol refuelling. The review presents, among other things, the revenues from electric charging and gas and ethanol refuelling in 2024.
In 2024, revenue from electric charging at public stations amounted to EUR 52 million. Revenue from gas and ethanol refuelling totalled EUR 61 million.
Refuelling a gas or ethanol vehicle cost an average of EUR 38
Refuelling a gas or ethanol vehicle cost an average of around EUR 38, while electric charging cost an average of around EUR 6.5.
Electric charging was paid for using a mobile application in 98 per cent of cases, and only 2 per cent of users paid for charging with a payment card.
Electric vehicles are most often charged at home
According to Statistics Finland, total electricity consumption in road transport amounted to 930 gigawatt hours (GWh) in 2024. Based on data from the market review, a total of 144 GWh of electricity was used for public charging of electric vehicles in 2024. This represents 15 per cent of total electricity consumption in road transport.
Charging of lorries, buses and vans mainly takes place at private charging points operated by organisations and closed to the public. In 2024, such charging is estimated to have amounted to around 80 GWh, corresponding to 9 per cent of electricity consumption in road transport.
Home charging is calculated by subtracting public charging and private or closed charging from total electricity consumption in road transport. Home charging therefore amounted to approximately 700 GWh in 2024. As a result, home charging accounted for 76 per cent of all electricity used for road transport charging.
Data collection
The data was collected using Traficom’s data collection system between August and October 2025.
Responses were received from 26 electric charging operators, 7 gas refuelling operators and 2 ethanol refuelling operators.
The market review will be carried out annually, with the next review scheduled for autumn 2026.

After publication, the figure for electricity consumption in road transport was revised to 777 gigawatt hours (GWh) for 2024, instead of the previously reported 930 GWh. In the data collection, responses were received from 17 electric charging operators instead of 26.
