Finnish Transport and Communications Agency Traficom has confirmed the British Smarter Contracts company to be a recognised data intermediation service in the EU. Achieving this role is possible due to the EU’s Data Governance Act.
Data intermediation services are neutral parties that enable the transfer of data as agreed between different operators and applications. With the Data Governance Act that became applicable in September 2023, these new operators in the data economy were given the opportunity to register as well as the rules according to which to act.
Non-EU companies must have a legal representative in some EU country so that they can offer data intermediation services according to the Act. Smarter Contracts is based in Great Britain and selected Finland.
Smarter Contracts is the second data intermediation service registered by Traficom. DataSpace Europe, a Finnish company registered in January 2024, was the first not only in Finland, but also in the EU as a whole.
“We were the first in Europe to register a data intermediation service not just in EU but outside of EU, which of course feels great,” celebrates Chief Adviser Päivi Karkkola from Traficom.
Smarter Contracts provides consent and access rights management services using the Pulse Permissions Protocol® tool it has developed. The company offers its services in all EU countries.
Traficom monitors that operators registered by Traficom comply with the requirements of the Data Governance Act. The company’s information is delivered to the EU Commission that keeps a public register of all providers of data intermediation services. In addition to Finland, data intermediation services have been registered in France and Hungary.
