Russian citizens and dual nationals do not currently have the right to operate unmanned aircraft in Finland. The updated EU sanctions regulation gives member states the option to grant exceptions, but Finnish authorities have not deemed it necessary to do so.
In February 2025, the Council of the European Union updated the sanctions regulation (EU) No. 833/2014, which concerns restrictive measures related to Russia's actions destabilising the situation in Ukraine. As part of this change, national authorities of member states are given the possibility to decide whether or not to permit Russian citizens to operate unmanned aircraft in the open category within their territories.
Finnish authorities have assessed the situation as a whole and concluded that, for the time being, there is no need to grant exceptions under the regulation. Therefore, Russian citizens and dual nationals are not permitted to operate unmanned aircraft in Finland. The authorities will inform separately of any changes to the legislation or practices.
