- Other requirements applicable to infrastructure managers
Infrastructure managers include the state railway infrastructure manager and private siding operators responsible for the operation, maintenance and renewal of railway infrastructure. Private siding operators may include industrial companies, ports, cities and municipalities that manage individual tracks or track networks.
Safety authorisation or notification procedure
Infrastructure managers must hold a safety authorisation or be covered by the notification procedure for private infrastructure managers.
Private infrastructure managers, other than operators of seaport railway tracks, may follow the notification procedure for private infrastructure managers instead of applying for a safety authorisation.
A key requirement for obtaining a safety authorisation is an effective safety management system. Infrastructure managers covered by the notification procedure are required to have a safety control system.
When planning changes to railway infrastructure
As an infrastructure manager, you must ensure that the necessary railway plans are prepared and authorisations for placing railway infrastructure into service are obtained when constructing new railway infrastructure or upgrading or renewing existing infrastructure.
Reporting and notification obligations of infrastructure managers
As an infrastructure manager, you must submit the following reports and notifications:
Notification of a railway accident or incident (within five days of the occurrence)
Annual safety report of the infrastructure manager
You must also notify Traficom of any changes to your operations that may affect your safety authorisation or notification procedure.
Other requirements applicable to infrastructure managers
Depending on the nature and scope of their operations and the operating environment, infrastructure managers may also be subject to other requirements and obligations relating to areas such as:
- Preparedness obligations in rail transport
- Cybersecurity in rail transport
- Transport of dangerous goods by rail
