Providers of passenger transport mobility services must make essential data of their services freely accessible in open interfaces.
Essential data depends on the service type, and it includes data on routes, stops, timetables, prices and the availability and accessibility of services.
Essential data is listed by service category in the Government decree.
This obligation applies to all providers of passenger transport mobility services, regardless of the mode of transport. Open interfaces of essential data are listed in the Finnish national open transport service catalogue (NAP).

The obligation applies to the following parties in road and rail transport:
• providers of passenger transport services
• providers of brokering and dispatch services
• parties responsible for ticket and payment systems on behalf of the above parties
The interface must be opened to the following parties:
• mobility service providers
• providers of integrated mobility services
In the interface, access must be provided to the ticket, reservation or payment system sales interface.
It must be possible, via a sales interface, to acquire at least a basic-price single ticket and reserve a single journey or transport, the exact price of which is not known at the
beginning of the service or which for some other reason will be paid by mutual agreement after the service has been provided.
The obligation applies to all modes of transport and is binding on the following parties:
that have user or customer accounts, as referred to Act on Transport Services.
The interfaces must allow a provider of mobility services or integrated mobility services entitled, at the service user’s request and on the service user’s behalf, to access a user account in the mobility service to acquire ticket products carrying a discount, compensation or other special condition or other products that entitle their holder to use the service, using the identification and user information existing in the service user’s account.
