Application-to-application interface of the Transport Register

Traficom discloses information from the Transport Register to organisations for the purpose of providing a service in accordance with the Act on Transport Services. On this page, you will find information on how organisations can utilise Transport Register information in the services they provide via the application-to-application interface.

Application-to-application interface

From the application-to-application interface, vehicle data is retrieved as individual queries based on the registration number or VIN. The right to drive and professional qualification data is retrieved directly from the Transport Register database using a personal identity code. It is not possible to retrieve vehicle data from the interface using a personal identity code or a business ID. The application-to-application interface material is always up to date. The XML format is used to transmit data. Traficom charges for data searches according to the price list.

By using an application-to-application interface, the service provider may implement a service for disclosing public information as individual releases or a service produced for businesses. The Act on Transport Services restricts the disclosure of information only for specific purposes.

The following data contents are available from the application-to-application interface. Data is only disclosed for justified needs. Traficom applies the principle of data minimisation to the disclosure of data in accordance with the EU’s General Data Protection Regulation.

If you need to use the application-to-application interface to search for

  • technical data on a vehicle, the options are: 
    • brief description query (EUR 0.15/query) and
    • technical data query (EUR 0.49/query). The technical data query contains more technical vehicle data than the brief description (e.g. tyre data);
  • owner and holder information related to a vehicle, the options are:
    • basic data query (EUR 0.49/query), containing vehicle owner and holder information and approximately the same technical vehicle data as the brief description, and
    • detailed data query (EUR 0.49/query), containing vehicle owner and holder information and approximately the same technical vehicle data as the technical vehicle data query;
  • vehicle history data, the options are:
    • history data query (EUR 0.49/query), containing data on ownership history, usage history, ID history, inspection history and decommissioning history (e.g. deregistered as damaged)
  • the right to drive and professional qualification data, the options are: 
    • right to drive and professional qualification data query (0.49e/query). The search from the application-to-application interface is made using a personal identity code. The right to drive data includes information on the validity of the right to drive or professional qualifications at the time of the query and the start date;
  • watercraft data, the options are: 
    • detailed watercraft data query (0.49e/query), containing a watercraft’s technical data as well as owner and holder data.

  • Before completing the application, familiarise yourself with the instructions and requirements, as well as the data controller’s responsibilities.
  • Plan the technical implementation of the service. 
  • Make sure the organization has given you the necessary Suomi.fi authorization to "Ordering transportation means information".

Impact of non-disclosure on the service

If they wish, natural persons may prohibit the disclosure of their personal data from the Transport Register for different purposes as provided by law. In this way, non-disclosure may restrict the disclosure of information to a service provided by a service provider. Non-disclosure does not prevent the disclosure of data to authorities and to companies carrying out statutory duties.

Information on professional qualifications in the interface

Under current legislation, the expiry date of professional qualifications cannot be disclosed. The service is intended for checking the validity of the right to drive. We disclose real-time information on the validity of the right to drive at the time of the query.

 

Services for private citizens and businesses 

If the service provider wishes to provide both a service for disclosing public information as an individual release or a transport-related business service, the services in question must be described in separate service descriptions. 

General description of the service

The service description documentation must clearly indicate who uses the service, what information in the Transport Register is used and for what purpose. 

Data storage and deletion

The Transport Register data must be deleted when they are no longer needed for the purpose of use described in the service description. If there are several different use cases in the service, the storage and deletion of each use case must be described separately. The service description document must indicate how long the data is stored at a yearly/monthly level and what the grounds are for the storage period in question. The instructions and the General Data Protection Regulation describe in particular detail the processing and erasure of personal data, but a technical vehicle data must also be deleted when there is no longer any legitimate need for them.

Logging

Logging refers to the storage and utilisation of log data. Log data is used to determine what, why and when something happened. A log is a chronological recording of events, or transactions, and their causes. Transactions and changes in information systems, applications, data networks and data content are recorded in the log, that is, logged. The service provider shall ensure that a record is made for all Transport Register data processing in the service provider’s log registers and that those who have processed data disclosed from the Transport Register can be identified later on. Log data shall be kept for at least 24 months.

Car auctions

Car auctions are services under Section 228 of the Act on Transport Services. In car auctions, the controller is the auction platform provider. There are certain requirements for the provision of the car auction platform depending on who is using the service and how. Car auctions have two options for how to implement the service.

  1. A private person makes a sales announcement for their vehicle on an auction platform used by car dealerships
  • In the service, it is possible to utilise the vehicle's technical data as well as owner information
  • The traffic register data is regularly used by car dealerships to conduct business. 
  • All users of the service must log in to the service.
  • The service provider must define a daily limit on the number of user-specific queries in case of possible misuse. 
  • The service provider must apply for data permits for car dealerships using the service before car dealerships can start using the service.

 

  1. A private person or a car dealership can make a sales announcement for the vehicle and buy vehicles on the auction platform
    • It is possible to utilize the technical data of the vehicle in the service, but not the ownership data. 
    • Anyone can make use of the data in the Transport register. 
    • There is no need to log in to the service. 
    • The service is not allowed to display the VIN number of the vehicle, as it is interpreted as personal data. 
    • The number of queries made by an individual user should be limited to 5 queries per day.​

• End users: End user refers to the customer company of the service provider who makes use of the service.
• Applying for end-user data permits: The service provider must apply for a data permit granted by Traficom to all customer organisations, i.e. end-users. The service may not be provided to the end user before Traficom has granted a data permit. The service provider shall make the data permit application using the electronic form provided by Traficom.
• Data permits for other company offices: If the same company has several different offices, it is not necessary to apply for a separate data permit for each office. However, the service provider must ensure that all service users are aware of the terms and conditions of the service.
