Hydraulic engineering instructions and notifications of completion
Completion of water structures must be reported to Traficom so that up-to-date information about the structures can be published on nautical charts and in the Notices to Mariners publication.
Notifications of completed water construction works, as well as the placement of waterway signs and light signals, can be submitted to Traficom through the electronic e-Services. On this page, you can find more information and instructions on how to submit a notification.
Completion notification
Completion notifications must be submitted to the Finnish Transport and Communications Agency Traficom for all water structures, such as bridges, overhead lines, underwater cables, pipelines, and fish farms. The notification must be made so that the information can be published for mariners, on nautical charts, and if necessary, in the Notices to Mariners publication. The following must be reported using this form:
- Bridges and overhead lines that cross navigable channels are marked with clearance height and overhead line signs in accordance with the Water Traffic Act. The owner of the structure or line is responsible for placing and reporting the signs.
- Underwater cables and pipelines, which are marked with cable and pipeline signs placed on the shore. The owner must also report structures that have been decommissioned and any removals of terrain markings.
- Fish farms located near public waterways are marked with yellow special buoys and light signals. Farms located further away are marked according to the Fishing Act (379/2015) guidelines. If navigation system markings are used to mark the farm, a permit for aids to navigation must be applied for from Traficom (Application for waterway decision).
- Removal of a water structure and related terrain marking.
All notifications must include the actual coordinates of the site ("as laid coordinates" in a commonly used geospatial format, e.g., as a shapefile or alternatively as an Excel or .csv file) as well as the coordinate information of the terrain marking in numerical format.

Make sure you have electronic copies of the appendices required
In this service, you will need the following information and attachments:
- Map attachment showing the approximate location of the structure
- Image of the installed or modified terrain marking
- Coordinate data of the installed or modified terrain marking (ETRS-TM35FIN)
- Actual "as laid" coordinates of cables and water pipes (ETRS-TM35FIN)
- Coordinate data of the water structure (ETRS-TM35FIN)
Attachments regarding approximate location as per the water permit can be included in the notification if they contain the necessary information.
The maximum size of one appendix is 30 MB. The total permitted appendix size is 45 MB. The permitted file types are: doc, docx, gif, jpeg, jpg, msg, pdf, png, ppt, pptx, rtf, txt, xls, xlsx, zip.

Navigate to “Seafarers and Boaters” and open the “Fairways” page. From there, you can access the Completion notification form.
Fill the mandatory fields, if needed, you can save the unfinished report and continue later.
Waterway signs and light signals in connection with water structures
The installation of waterway signs and light signals in a public channel is the responsibility of the waterway manager. In areas outside of public channels, the party responsible for the installation of waterway signs and light signals is the municipality. Exceptions to this are restricted overhead clearance signs, overhead cable-crossing signs and cable and pipeline panels and their directional signs, the installation of which is the responsibility of the owner of the structure, overhead cable, cable or pipeline. The waterway manager must notify Traficom of the installation of a waterway sign and a light signal along with their positioning data. These notifications can be submitted via Traficom’s e-services.
