Inspection bodies referred to in the Act on transport of dangerous goods

The inspection bodies referred to in the Act on the Transport of dangerous goods (541/2023) are the TDG inspection bodies, the TDG periodic inspection bodies, the inspection bodies approved by the Radiation and Nuclear Safety Authority, the type A notified bodies and the type B notified bodies.

  • Finnish Transport and Communications Agency Traficom approves inspection bodies carrying out tasks related to transportable pressure equipment (notified bodies)
  • The radiation and Nuclear Safety Authority approves inspection bodies carrying out tasks related to packagings and tanks intended for the transport of radioactive materials
  • Finnish Safety and Chemicals Agency Tukes approves other inspection bodies

The approval decision defines the scope of activities and duties of the inspection body and confirms the arrangements relating to the monitoring of the inspection body.

The Commission shall make publicly available the list of the bodies notified under the Directive on transportable pressure equipment (TPED), including the identification numbers that have been allocated to them and the activities for which they have been notified. Notified bodies are published in the  information system. 

The Directive on transportable pressure equipment (TPED 2010/35/EU) aims to guarantee the free movement of transportable pressure equipment within the European Union, as well as the placing on the market, repeated entry into service and harmonised recognition of inspection bodies and procedures for the assessment and re-evaluation of equipment. Transportable pressure equipment means pressure receptacles and pressurised tanks described in Article 2(1) of the Directive. Transportable pressure equipment described in the Directive shall bear a pi marking to indicate that it meets the relevant requirements. These requirements are laid down in the provisions on the transport of dangerous goods by road and rail. Acceptance and verification in one country shall be mutually accepted in all EU and EEA States.

The safety and conformity of transportable pressure equipment shall be ensured by procedures carried out by approved bodies, i.e. notified bodies. The recognition of notified bodies is subject to conditions relating to its reliability, expertise and independence. The Directive on transportable pressure equipment has been implemented in Finland by and under the Act on the Transport of dangerous goods. Traficom is a Finnish authority that approves notified bodies under the TPED (type A and type B notified bodies).

Type B notified body may carry out the periodic inspections and tests on pressure receptacles which are transportable pressure equipment. Type B notified body may supply its services only to the company of which it is a part of. There are no such type B notified bodies in Finland.
