Apply for a driving licence permit for your first driving licence

If you do not already hold a driving licence in Finland or abroad, apply for a driving licence permit for first driving licence. The permit is valid for three years. Acting on behalf of another person is not possible in the service.

If you already have a driving license, such as a moped or tractor license, you cannot apply for a driving permit using the instructions on this page. Instead, you must apply for a driving permit to upgrade your existing license.

When can you apply for a driving licence permit for your first driving licence electronically?

  • You have not been previously granted a driving licence in Finland or abroad. By using the service, you give permission to check the information in other EU and EEA countries.
  • Your permanent address is in mainland Finland. Your driving licence will be sent to your address in Finland as stated in the population information system.
  • You are not banned from driving.
  • You have previously submitted a facial photograph and your signature to the authorities, for example, for a passport.
  • You can log into the service using online banking codes or a mobile certificate.
  • You are not under the obligation to use an alcohol interlock when driving.
  • You meet the requirements for fitness to drive.

    Make sure you can apply for your first driving licence

    Check this page to ensure that you meet the requirements for applying for a driving licence permit for your first driving licence.

  • Step 2

    Fill in the application online

    Apply for a driving licence permit for the first driving licence in Traficom’s My e-Services. You can find the application form in the service under the heading Driving licence.

    When you log in to the service, you can see your facial photograph and signature obtained from the passport photo register of the police. When applying for a driving licence online, you accept the use of the photo and the signature on your driving licence.

    If the system does not contain your photograph or signature or you do not want to use them in your driving licence, you cannot apply for your first driving licence electronically.

  • Step 3

    Declare compliance or accept that we may retrieve information on your fitness to drive

    If you meet the health requirements for a driving licence permit, it is sufficient that you confirm this by declaring that you meet the requirements. If you have an illness that affects your fitness to drive, you will need a medical certificate for this.

    If the information in the certificate is available to Traficom in electronic format, you can retrieve it in the service and confirm the information in your application. If you are unable to attach the information in the medical certificate to your application electronically, you can submit your application in person at an Ajovarma service point.

  • Step 4

    Pay for the driving licence permit application

    Pay for the application in the service.

  • Step 5

    Participate in driving instruction and complete the driving examination

    Complete the required driving instruction for the category of driving license you are applying for.

    First complete the Training for candidates for first driving licences (EAS). Keep the certificate you receive with you during your driving practice.

     

  • Step 6

    When your driving test has been approved, you will receive your driving licence by mail

    After you have passed the driving examination, your driving licence will be sent to your home by post within about two weeks.

If another person handles the matter on your behalf, they will need a power of attorney. A power of attorney template is available at the bottom of the page.

Age requirements by driving licence category

You can apply for a driving licence permit

  • for a moped (AM/120), light quadrimobile (moped car) (AM/121) and/or tractor (T) after you have turned 14
  • for a light motorcycle (A1) after you have turned 15
  • for a passenger car (B) after you have turned 16
  • for a passenger car combination (BE) after you have turned 17
  • for a medium-sized motorcycle (A2) after you have turned 17
  • for a large motorcycle (A) after you have turned 23.

You can also apply for a driving licence permit for a bus and/or lorry if you are also applying for a driving licence for a passenger car as follows:

  • Driving licence for a category C1 and/or C1E lorry after you have turned 17
  • Driving licence for a category D1, D1E, C and/or CE bus and/or lorry after you have turned 20
  • Driving licence for a category D and/or DE lorry after you have turned 23.

Requirements for fitness to drive when applying for your first driving licence

You can provide a declaration that you meet the requirements for fitness to drive and visual acuity for obtaining a driving licence. 

You can make a self-declaration if you are applying for a driving licence permit for the following driving licence categories: 

  • moped or moped car (AM/120 or AM/121),
  • tractor (T),
  • light motorcycle, medium or large motorcycle (A1, A2 or A)
  • passenger car (B) or passenger car combination (BE).

There is a section in the service for making the declaration.

In addition to other health-related requirements, you must declare that your visual acuity is sufficient. Self-declaration is sufficient if your vision has been examined by an optician, doctor or public health nurse. In the application, indicate whether you wear glasses or contact lenses when driving. Your visual acuity must be at least 0.5.

If you cannot or do not wish to make a self-declaration, you will need a medical certificate.

So far, only some medical centres can save medical certificates in the MyKanta service so that the information is available to Traficom.

Check with your doctor whether the information in the certificate may be transmitted electronically to Traficom.

If the information may not be transmitted, you cannot use the service. In this case, submit an application for a driving licence permit at an Ajovarma (Traficom service provider) service point and present a printed medical certificate on your fitness to drive. Ajovarma has driving licence application forms.

The medical certificate is valid for six months.

You need a medical certificate if you currently or previously have had any of the following conditions, injuries or symptoms:

  • progressive eye condition or vision problems despite possibly using eyeglasses or contact lenses
  • diabetes mellitus
  • cardiovascular disease (e.g. arrhythmia, myocardial infarction, heart failure, severe hypertension or structural heart defect affecting your performance)
  • severe hypertension or structural heart defect affecting your performance
  • unexplained chest pain or unexplained shortness of breath during exertion
  • cerebrovascular disorder (e.g. cerebral infarction, cerebral haemorrhage or transient ischaemic attack (TIA))
  • sleep apnoea, difficulty staying awake, long-term insomnia or unexplained fatigue
  • mental disorder or illness (e.g. severe depression, panic disorder or other recurrent disorder – anxiety, self-destructive behaviour or previous suicide attempt, personality disorder, – bipolar mood disorder, schizophrenia, any psychotic illness or condition)
  • activity or attention disorder (ADHD or ADD), impulsive behaviour or an emotional dysregulation disorder
  • intellectual disability, including mild forms
  • significant learning difficulties or dyslexia
  • Asperger syndrome, autism or some other autism spectrum disorder
  • neurological disease or injury (e.g. severe migraine, epilepsy, narcolepsy, MS, Parkinson’s disease, brain tumour, transient loss of consciousness or disturbance of consciousness, brain injury or spinal injury)
  • memory disorder, memory disease or suspected memory disorder 
  • recurrent vertigo that interferes with your daily activities
  • excessive alcohol consumption or alcohol addiction
  • drug abuse
  • regular or repeated use of medications that affect the central nervous system or are known to be harmful in traffic (marked with a triangle symbol; e.g. sleep medicines, sedatives, strong painkillers, medical treatment of mental illnesses)
  • musculoskeletal disease or injury that may hamper the use of the vehicle’s controls (e.g. reduced muscle strength in limb(s) or reduced joint mobility, missing fingers or other limbs, shortness of stature)
  • some other serious disease (e.g. a severe pulmonary disease, severe hepatic or renal insufficiency, cancer or previous organ transplant, any seizure-inducing disease)

Giving incorrect information to the permit issuer will result in the driving permit being withdrawn.

You will also need a medical certificate if you are applying for a driving licence for a bus or a lorry.
