Derogation for end-of-series vehicles

End-of-series vehicles refer to new, unregistered vehicles that are part of a stock that cannot be registered, sold or entered into service because the vehicles do not meet new technical requirements that have entered into force.

If you are the manufacturer of a vehicle or the representative of one, you can apply to Traficom for a temporary derogation in order to extend the shelf lives of the vehicles and register them in Finland.

How to apply for a derogation

  • Step 1

    Log in to the service and complete the application online

    • Log in to Traficom’s "My e-Services". 
      • Only an authorized company representative (based on the trade register role or a Suomi.fi authorization) may submit the application. A representative may also authorize another person or organization to apply on their behalf.
    • The application form can be found under “Vehicle Technical Exemption Permits.”
    • Select the service “Exemption for the last vehicles in a series”. 
    • Enter your company’s contact details. 
  • Step 2

    Provide the required details in the application

    You must carefully prepare the application because the decision is based on the information provided. 

    Include the following:

    • Vehicle category
    • The official name of the vehicle manufacturer (not the brand) 
    • Whether the vehicle has single- or multi-stage type approval
    • Regulation and specific technical requirements that the vehicle does not meet
    • Detailed description of the requirement from which an exemption is requested 
      • For L-category vehicles, specify whether the permit is sought under Article 44 or 44a 
      • For M, N, and O-category vehicles, indicate whether the permit is requested based on a percentage quota or a three-month time limit, and provide the date of issuance of the vehicle’s declaration of conformity where applicable.
        • When applying the three-month rule based on a time limit, the application must state the date of issue of the vehicle’s certificate of conformity.

    Attachments Required with the Application

    • Vehicle identification numbers (VINs) and type-approval numbers
      • Attach a list of the vehicles’ VINs and type-approval numbers using the Excel file available in the service.
        Note: Traficom’s official Excel template must be used for the application.
    • If you are not the vehicle manufacturer, attach the manufacturer’s authorization confirming that you are entitled to act as the manufacturer’s representative. 
      • You do not need to attach the authorization if you have previously applied to Traficom for an end-of-series exemption permit for vehicles manufactured by the same manufacturer.

         
  • Step 3

    Pay the permit application fee

    • Pay the application fee in the service. The fee for an exemption permit application is EUR 460. After payment, the application is ready to be submitted. 
  • Step 4

    Receive the decision via Suomi.fi or by post

    • You will receive the decision on the exemption application through the Suomi.fi messages service. If you do not use the service, the decision will be sent to the postal address you have provided.
