Intelligent transport systems

EU-wide coordination is used to promote the use of intelligent transport systems in road transport.

The ITS Directive

The purpose of the ITS Directive (2010/40/EU) of the European Parliament and of the Council is to establish a framework for the coordinated and coherent deployment and utilisation of intelligent transport systems (ITS) in the EU and especially across the borders of its member states. 

The ITS Directive includes six priority actions (A–F) that will be provided with more specific definitions and standards prior to their deployment. After the publication of the Directive, the European Commission has issued delegated regulations that pertain to these priority actions and that have entered into force on a gradual basis since 2013.

Due to the gradual nature of this process, Finnish road maintenance providers and authorities have focused on enacting the necessary measures to ensure their compliance with the acts that have entered into force at any given time. The regulations focus primarily on the EU-wide road network, or TEN-T network, but to some extent also on the entire road network within EU.

Priority actions and delegated regulations

  • Finland has adopted the automatic emergency alert system eCall, which means that Finnish emergency response centres can receive calls made using the eCall system.
  • A jointly prepared eCall information package has been published for emergency service authorities, the police, and emergency medical service providers (currently available in Finnish).

Acts and delegated regulations related to the eCall emergency alert service:

1. Directive 2010/40/EU of the European Parliament and of the Council on the framework for the deployment of Intelligent Transport Systems in the field of road transport and for interfaces with other modes of transport

2. Commission Recommendation, 2011/750/EU, on support for an EU-wide eCall service in electronic communication networks for the transmission of in-vehicle emergency calls based on 112 ( eCalls )

3. Commission Delegated Regulation (EU) No 305/2013, supplementing Directive 2010/40/EU of the European Parliament and of the Council with regard to the harmonised provision for an interoperable EU-wide eCall

4. Decision No 585/2014/EU of the European Parliament and of the Council on the deployment of the interoperable EU-wide eCall service

5. Regulation (EU) 2015/758 of the European Parliament and of the Council of 29 April 2015 concerning type-approval requirements for the deployment of the eCall in-vehicle system based on the 112 service and amending Directive 2007/46/EC

6. Commission Implementing Regulation (EU) 2017/78 establishing administrative provisions for the EC type-approval of motor vehicles with respect to their 112-based eCall in-vehicle systems and uniform conditions for the implementation of Regulation (EU) 2015/758 of the European Parliament and of the Council with regard to the privacy and data protection of users of such systems

7. Commission Delegated Regulation (EU) 2017/79 establishing detailed technical requirements and test procedures for the EC type-approval of motor vehicles with respect to their 112-based eCall in-vehicles systems, of 112-based eCall in-vehicle separate technical units and components and supplementing and amending Regulation (EU) 2015/758 of the European Parliament and of the Council with regard to the exemptions and applicable standards

Declaration of compliance

To ensure the implementation of the delegated regulations, each member state (in Finland, the Ministry of Transport and Communications) must assess whether its road authorities, digital map providers and service providers meet the requirements presented in the regulations. In Finland, the appointed authority for this task is the Finnish Transport and Communications Agency Traficom. The Finnish Transport and Communications Agency Traficom may inspect the services provided by public and private operators and request for proof that they are able to meet the requirements presented in the regulations.

The operators can declare the compliance of their activities by providing Traficom with a declaration of compliance. Declarations and assessments are conducted according to principles published by the NAPCORE project 

The declaration of compliance must be submitted to the Registry Office of the Finnish Transport and Communications Agency.
