Accessibility statement for merchant vessel support

Traficom aims to guarantee the accessibility of its web service in accordance with the Act on the Provision of Digital Services 306/2019.

This accessibility statement applies to the Merchant Vessel Support application.

Accessibility status

The web service partially meets the Level AA requirements of the Web Content Accessibility Guidelines (WCAG) 2.1. Non-compliances with the requirements are mentioned below.

Non-accessible content

The content mentioned below is not accessible for the following reasons: Non-compliance with the Act on the Provision of Digital Services 306/2019.

Visuals

  • The “Open” buttons on the “Messages” page cannot be displayed when using 200% magnification on large screens. Table column headings are also occasionally difficult to read when magnification is used. (WCAG 1.4.4)
  • Not all content and functionalities of the service scale properly on a screen that is 320 CSS pixels wide. Problems exist, for example, with the mobile menu as well as with application details and tables. (WCAG 1.4.10)

Structure

  • The text alternatives for the logo and the mobile menu are incomplete. In addition, some essential icons lack text alternatives. (WCAG 1.1.1)
  • Applications contain multiple identically named ”Add attachment” buttons, where it is not always clear in screen reader use which attachments are being added from them. (WCAG 2.4.6)
  • There are deficiencies in the heading markings of a few headings. (WCAG 1.3.1)
  • Table row headings are not always programmatically defined. (WCAG 1.3.1)
  • There are deficiencies in the programmatic markings of some lists. (WCAG 1.3.1)
  • Notifications related to applications are not always automatically read by a screen reader. (WCAG 4.1.3)

Navigation

  • There are deficiencies in screen reader use for drop-down menus. (WCAG 2.4.3)
  • The ”Log out” button does not work with a keyboard alone. (WCAG 2.1.1)
  • There are some deficiencies in the keyboard focus order, for example, in modal dialogs and the ”New message” view. In applications, some static texts receive keyboard focus. (WCAG 2.4.3)
  • The ”Instructions” link displayed in the main menu opens a PDF file and opens in a new tab, even though this information is not conveyed to all users. (WCAG 1.1.1, 2.4.4)
  • The language menu is named only in Finnish, and the language of the language choices has not been defined. (WCAG 2.4.6, 3.1.2, 4.1.2)
  • In the service, all pages can only be reached via a single route, which is through the main menu. (WCAG 2.4.5)

Form elements

  • In applications, inactive continuation buttons have occasionally been used as feedback to indicate that mandatory information is unfulfilled. (WCAG 1.3.1, 3.3.1)
  • There are deficiencies in the markings of mandatory fields in applications. (WCAG 2.4.6, 3.3.2)
  • Incorrect fields in applications have not always been marked, and the error message has not always been presented adjacent to the field. (WCAG 3.3.1, 3.3.3)
  • The changing value of the total fields in application tables is not automatically read by a screen reader. (WCAG 4.1.3)
  • Applications have fields requesting basic personal data that lack the autocomplete attribute. (WCAG 1.3.5)

The Finnish Transport and Communications Agency Traficom is responsible for the accessibility of the Merchant Vessel Support application and the processing of feedback.

Enforcement procedure

If you notice accessibility problems on the website, first give feedback to the website administrator. It may take up to 14 days to receive a reply. If you are not satisfied with the response you receive or if you do not receive a response at all within two weeks, you can submit a complaint to the supervisory authority.
