Apply for exemption from fuel fee

You can apply for an exemption from the fuel fee due to the vehicle´s large size, infrequent use or another specific reason. The exemption is granted separately for each work site and for a fixed period.

When can I get an exemption from the fuel fee?

You can get an exemption from the fuel fee if:

  • the vehicle is held by the applicant
  • the vehicle is unregistered or decommissioned (registered as off the road) and its registration plates have been returned to an inspection station
  • the vehicle is used for purposes other than ordinary road traffic
  • the vehicle is used for a task in primary production (mining)
  • the vehicle has been specially built for a specific work task
  • due to its intended use, the vehicle is not in a significant competitive position compared with diesel-powered vehicles.

You cannot be granted an exemption in the following situations:

  • Using a vehicle within a closed work site is not, by itself, sufficient grounds for an exemption.
  • You cannot be granted an exemption for tasks that can be carried out using conventional lorries.

Traficom also processes applications for fuel fee exemptions for vehicles registered in Åland.

Company or organisation customers can submit the application in My e-Services. You can submit the application if you have been authorised to represent the company or have the "Handling vehicle tax-related matters” mandate.

How to apply for exemption from the fuel fee

  1. Step 1

    Log in to My e-Services

    After identification, go to the application.

  2. Step 2

    Fill in the application

    State the vehicle's work tasks in the application. You can include several work sites in the same application. However, the exemption is granted separately for each work site and for a fixed period.

    If you apply for an exemption for several vehicles, you can provide their details on the form or in a separate attachment.

  3. Step 3

    Check and submit the application

    Check the information before submitting the application. After submitting the application, you will receive a confirmation that you can save or print.

Personal customers and others who cannot use My e-Services can apply for exemption from fuel fee with a paper form.

A vehicle that uses a fuel that carries a lower tax rate than petrol or diesel is subject to a fuel fee payable to the State as laid down in this Act.

This Act applies to vehicles registered in Finland or in another country and unregistered vehicles used in Finland.
