Tractors equipped as a mobile machinery

If a tractor has been equipped so that it corresponds to a a mobile machinery, a daily fee does not need to be paid for it.

A tractor is considered to have been equipped as a mobile machinery when a machine or device intended to be powered by it has been connected to the tractor, such as:

  • a bulldozer blade or snow plough
  • a snowblower
  • a loader, digger, brushing device or sand spreader
  • a gritting trailer
  • a plough, drag or harrow
  • a vibrating roller
  • other similar tool

if the tractor is used to power e.g. a compressor, pump, mill or circular saw.

You can use a tractor without paying the fuel fee, if it is:  

A daily fee of EUR 5 must be paid for any other use of the tractor or traffic tractor with fuel oil.

Please note that a tractor to which a trailer has been connected is not considered a tractor equipped as a public works vehicle. The maximum size of the container used for the duties of a public works vehicle is EUR 2 m³.

I use fuel oil in the tractor while removing snow. I charge a fee for the snow removal.

You can use fuel oil if the tractor does not have a transport option. You can freely use a tractor equipped as a work machine within a work site and move from one work site to another as well as to and from storage and/or servicing without paying a fuel fee. A tractor used for snow removal can transport snow in its bucket from one snow pile to another within the work site, but it cannot transport snow outside the work site. In that case, another vehicle suitable for the purpose should be used for transport. Receiving a payment does not matter.

I transport goods within a work site in a trailer connected to a tractor equipped as a public works vehicle by using fuel oil.

The situation in question involves a task subject to a fuel fee, and therefore you must pay a daily fee of EUR 5 in advance. 

I use fuel oil in a tractor, to which a sand spreader of 3 m³ has been connected.

A daily fee of EUR 5 must be paid for the transport in advance. If the size of the container had been 2 m³ at maximum, the use of fuel oil would be permitted without a daily fee.

I transport water in a water tank for watering purposes connected to a tractor equipped as a public works machine by using fuel oil.

A daily fee of EUR 5 must be paid for the transport in advance. In principle, a vehicle to be towed that has been made for transporting water is a trailer. A public works machine equipped with a trailer must be considered transport equipment, and therefore a fuel fee must be paid for the transport.

A vehicle that uses a fuel that carries a lower tax rate than petrol or diesel is subject to a fuel fee payable to the State as laid down in this Act.

This Act applies to vehicles registered in Finland or in another country and unregistered vehicles used in Finland.
