About Electronic Freight Transport Information (eFTI)

Electronic freight transport information (eFTI) is an EU-wide project aiming to establish a legal and standardised framework for the digital exchange of freight transport information between companies and authorities monitoring the movement of goods, police and customs administrations in Finland. The project will be completed in 2027, by which time European authorities are expected to have the capacity to receive and process freighting documents in electronic form. The service is based on the EU Regulation 2020/1056 on electronic freight transport information (eFTI).

The European Commission promotes the development of data exchange as part of Mobility Package III, which introduced two regulatory projects concerning logistics information: the regulation establishing a European Maritime Single Window environment (EMSW) and the regulation on electronic freight transport information (eFTI). The aim is to boost the efficiency of freight traffic and logistics as well as reduce the administrative burden for operators. This work has been preceded by the European Commission’s ‘Sustainable and Smart Mobility Strategy – putting European transport on track for the future.’

In Finland Traficom acts as the responsible authority and Fintraffic is developing the system.

The project concerns freight transport information transmitted with freight carried by rail, road, airways and inland water within Europe.

The objective of the eFTI regulation is to:

  • Promote the efficiency of freight traffic and logistics, which is vital for the growth and competitiveness of the Union economy, the functioning of the internal market and the social and economic cohesion of all regions of the Union.
  • Encourage the digitalisation of freight transport and logistics to reduce administrative costs, improve enforcement capabilities of authorities, and enhance the efficiency and sustainability of transport.
  • Establish a uniform legal framework at the Union level requiring authorities to accept relevant freight transport information, required by legislation, in electronic form. The acceptance by authorities of information in electronic form with common specifications would ease not only communication between authorities and economic operators but, indirectly, also the development of uniform and simplified business-to-business electronic communication across the Union. It would also lead to significant administrative cost savings for economic operators. According to the European Commission, the transport and logistics sector is expected to save EUR 27 billion over the next 20 years.

Companies

  • The eFTI regulation enables a new process method to help companies transmit freight transport information to authorities in electronic form.
  • The eFTI regulation is not mandatory to companies. Operators may continue to present freighting documents in paper format or in some other electronic form accepted nationally. 
  • In order to start delivering electronic freight transport information, an company needs an eFTI platform.
  • A company can develop the platform independently or purchase it as a service from an eFTI service provider. The platform must be certified.
    • The certification process has yet to be determined. 

Authorities

  • Authorities are obliged to accept electronic freight transport information provided by operators.
  • Authorities must have the capacity to use and process the received information electronically.
  • Where official validation, such as stamps or certificates, is required, the respective authority shall provide that validation electronically.

eFTI service providers

  • Service providers may develop and provide eFTI platforms and platform services to enable companies to manage their freight transport information and documents.
  • All eFTI platforms must be certified.

eFTI project timeline

2020 

  • The eFTI regulation enters into force.

2023

  • The eFTI4EU project begins. Finland participates in the project, and the eFTI pilot is launched.

2024

  • A delegated act (DA) on eFTI common data sets and national requirements is published.
  • An implementing act (IA) on common procedures and rules for authorities is published.
  • eFTI4ALL project begins. Traficom is not a participating member.

2025

  • An implementing act on eFTI platforms requirements.
  • eFTI4LIVE project begins

2026

  • A delegated act on the certification of eFTI platforms.
  • Functional and technical requirements for systems implemented by authorities.
  • An implementing act on service provider requirements.
  • A delegated act on the certification of eFTI service providers.
  • The eFTI4EU project ends.

2027

  • Freight transport information shall be accepted electronically by Member State authorities.

2029

  • The European Commission evaluates the achieved benefits and the future of eFTI.

  • The implementation of the project is based on EU regulations.
  • Traficom is responsible for the implementation of the project in Finland.

  • The scope of the project:
    • The establishment of the eFTI system, which determines how electronic freight transport information is transmitted between economic operators and authorities both nationally and in the EU. The service consists of national eFTI gates, economic operators’ eFTI platforms and authorities’ query systems.
      • The eFTI gate, which is a service administered by Fintraffic. The purpose of eFTI gates is to transmit requests. Freight transport information or freighting documents are not saved centrally in the process. Authorities may request information from economic operators’ platforms within the framework of their rights.
      • An eFTI platform  is an economic operator’s information system or a service provider’s platform used to manage electronic freight transport information. Competent authorities may request this information in accordance with their respective regulatory enforcement competences.
        Requirements for the certification of eFTI platforms will be determined in the future. The certification requirements have yet to be determined.
    • A standardised eFTI common data set for electronic freight transport information.
