Apply for exemption from the base tax of vehicle tax

If you have a valid parking card issued by Traficom, you can apply for exemption from the base tax of vehicle tax in My e-Services.

You can use My e-Services to:

  • Apply for an exemption from the base tax of vehicle tax based on a parking card if the parking card has been granted after 1 January 2016.
  • Transfer an existing exemption from one vehicle to another.
  • Cancel an existing exemption.

Services for people with reduced mobility are only available for private customers in My e-Services.

To use the service, you need the parking card number and the personal identity code of the parking card holder and the registration number of the vehicle for which you are applying for an exemption.

You may only be granted the exemption for one vehicle at a time.

The exemption is granted either for a vehicle owned by a person with a disability or another vehicle used to transport them. If the vehicle is powered by diesel or electricity, for example, you will still pay the share of the driving power tax. Information about the exemption is included in the taxpayer's tax bill.

Apply for exemption from the base tax of vehicle tax

  • Step 1

    Log in to My e-Services

    After identification, select personal services as the service role.

  • Step 2

    You can apply for the exemption under Services for people with reduced mobility.

    As a parking card holder, you can apply for the exemption for any vehicle. As a taxpayer, you can only apply for the exemption for a vehicle owned by you.

    Use this service if:

    • you are applying for the exemption for the first time
    • you are applying for the exemption for a new vehicle and the exemption for your previous vehicle has expired
    • you have temporarily decommissioned and then recommissioned the vehicle.
  • Step 3

    The application is successful when you reach the confirmation view

    You may print or save the confirmation if necessary. The confirmation is also saved in My Activities.

  • Step 4

    You can check the details of the vehicle tax exemption in Services for people with reduced mobility.

    Under Exemption information, you can find the registration number of the vehicle subject to the exemption and the period of validity.

Transfer exemption from the base tax of vehicle tax

  • Step 1

    Log in to My e-Services

    After identification, select personal services as the service role.

  • Step 2

    You can apply for the exemption under Services for people with reduced mobility.

    As a parking card holder, you may transfer the exemption to any vehicle. As a taxpayer, you may only transfer the exemption to a vehicle owned by you. 

    Use this service if you want to transfer the exemption to another vehicle on the current date. When you make the transfer, the exemption for the previous vehicle expires automatically.

  • Step 3

    The transfer is successful when you reach the confirmation view

    You may print or save the confirmation if necessary. The confirmation is also saved in My Activities.

  • Step 4

    You can check the details of the vehicle tax exemption in Services for people with reduced mobility.

    Under Exemption information, you can find the registration number of the vehicle subject to the exemption and the period of validity.

Cancel exemption from the base tax of vehicle tax

  • Step 1

    Log in to My e-Services

    After identification, select personal services as the service role.

  • Step 2

    You can cancel for the exemption under Services for people with reduced mobility.

    As a parking card holder or taxpayer, you can cancel the exemption.

    Use this service if you want to cancel the exemption on the current date. To cancel the exemption, you need the parking card number and the personal identity code of the parking card holder.

  • Step 3

    The cancellation is successful when you reach the confirmation view

    You may print or save the confirmation if necessary. The confirmation is also saved in My Activities.

  • Step 4

    You can check the details of the vehicle tax exemption in Services for people with reduced mobility.

    Under Exemption information, you can find the registration number of the vehicle subject to the exemption and the period of validity.

The service uses an automated decision-making procedure.

If you do not have a parking card, apply for one from Traficom.

How to apply for a parking card for people with reduced mobility

You must reapply for the exemption for your new vehicle in My e-Services. Under Services for people with reduced mobility, choose Apply for exemption from the base tax of vehicle tax. 

If you are still shown as the owner or holder of the car you sold, use the Transfer exemption service.

Your exemption for the sold vehicle expires automatically when the buyer registers the vehicle in their name.

When you decommission your vehicle, the exemption expires on the date of notification.

Once you have recommissioned your vehicle, you must reapply for the exemption in My e-Services using the Apply for exemption from the base tax of vehicle tax service.

You may only be granted the exemption for one vehicle at a time. Use the Transfer exemption from the base tax of vehicle tax service to transfer the exemption to your other vehicle on the current date.

Based on a refund granted by the Finnish Tax Administration under sections 26, 50 or 51 of the Car Tax Act, the exemption from the base tax is automatically activated. You can check the grounds for the exemption in Traficom's My e-Services, under Services for people with reduced mobility.

Under Exemption information, you can find the registration number of the vehicle subject to the exemption, the period of validity and the grounds for the exemption (sections 26, 50 or 51 of the Car Tax Act).

If you decommission the vehicle, the exemption will end on the notification day. After the next commissioning, you have to request re-activation of the exemption for example by calling Traficom’s vehicle tax customer service.

The exemption expires automatically on the date of death.

Traficom receives the date of death from the Digital and Population Data Services Agency.

If you have a valid parking card, you do not need to apply for a new parking card. 

You can transfer the exemption to another vehicle in My e-Services. 

You can apply for exemption from the base tax of vehicle tax in writing from Traficom based on a parking card issued by the police.

You cannot apply for an exemption from the basic tax component of vehicle tax using the parking card of a deceased disabled person.

The parking card for people with reduced mobility is personal and does not transfer to the estate of the deceased. 

If you are the person liable to pay the vehicle tax, you can apply for the exemption in the My e-Services portal using your child’s parking card. 

If the exemption is being applied for in relation to a vehicle for which someone else is liable to pay the tax, the child’s guardian must apply for the exemption using a paper form.
