Certificate for operators of charter boats

The operator of a manned charter boat must hold a certificate for operators of charter boats.

Make sure that you have the prerequisites for obtaining a certificate for operators of charter boats.

1. Age of at least 18 years

2. Copy of a valid driving licence

Passenger car, moped, light quadricycle, motorcycle, tractor) or a medical certificate proving the fulfilment of the medical standards of fitness to drive.

3. Certificate of a valid medical first aid training

The first aid training may be a first aid training for boaters or an equivalent first aid training.

The first aid training must cover at least the following areas:

  • What to do in an accident
  • First aid for an unconscious person
  • Resuscitation
  • Stopping severe bleeding
  • Musculoskeletal injuries
  • Most common sudden bouts of illness
  • Injuries caused by temperature
  • Hypothermia and hyperthermia.

4. Certificate of theoretical knowledge

You can demonstrate your theoretical knowledge by the following means:

  • C​​​​​​ertificate of competency for deck officers
  • Examination organised by the Finnish Transport and Communications Agency (Traficom)
  • Certificate issued by an approved maritime training provider
  • Certificate issued by a boating organisation audited by Traficom.

5. Certificate of applicable experience of operating a vessel

You can demonstrate your experience by the following means:

  • International Certificate for Operators of Pleasure Craft
  • Certificate issued by a boating organisation audited by Traficom
  • Certificate issued by an approved maritime training provider
  • Record of seagoing service (higher certificate of competency for deck officers)
  • Certificate issued by the police, Finnish Customs, the Finnish Defence Forces or a rescue department for their own public officials.

Only domestically issued training certificates granted by boating training organisers or maritime training institutes and practical boating skill certificates can be accepted.

If you need a new certificate for operators of charter boats to replace a lost or destroyed certificate or due to a change in name, you must attach to your renewal application:

  • Copy of a driving licence or a medical certificate proving the fulfilment of the medical standards of fitness to drive
  • Copy/information about the prior certificate for operators of charter boats

The fee for renewing the certificate is EUR 70.

    Apply for the certificate electronically using My e-Services or with the application form

    The application is recommended to be made in Traficom My e-Services

  • Step 2

    Processing of the application

    The processing time is approximately 14 working days. If your application is incomplete, you will receive a request for information which extends the processing time.

  • Step 3

    Decision

    If the certificate can be granted, you will receive the certificate by post approximately 1 to 2 weeks after the decision has been made.

    If you do not submit the additional information required or do not have the prerequisites for obtaining the certificate, your application will be rejected. The fee for a rejected application is the same as that for a granted certificate.

Audited maritime training providers (in Finnish)

The certificate for operators of charter boats is valid until further notice and its price is EUR 110 made in Traficom My e-Services and EUR 130 by post or e-mail.
Renewing or supplementing the certificate costs EUR 70.

If you pay an express processing fee (250 euro), Traficom will strive to process your application within 1-2 working days. An express processing fee is per applied certificate.

Traficom’s examinations are arranged at Traficom’s offices and their price is EUR 60 per examination. The examinations are in Finnish or Swedish languages only.
